Subject:      UCLA School of Public Health is SAVED

I am very pleased to announce that the proposed disestablishment of the UCLA
School of Public Health has not gone througth.  A long negotiation process
supported by your letters, legislative pressure, unfaining resolve of the
faculty and our hard-working steering committee persuaded the Chancellor that
disestablishment would not be in the best interest of the University.  The
settlement did keep the School together, however, at a considerable cost.  We
are forced to give up 8 FTE to the new School of Public Policy who will have
full, split or joint appointments.  Our budget will be cut approximately 25%
over the next three years, resulting in a futher loss of 6 FTE.  There will
be a Department of Health Policy in the School of Public Policy, but (for the
time being) they will only be able to offer an undergraduate degree.  We see
this as a major threat to our Department of Health Services in our School.
The best and final offer by the Chancellor was "accepted" by the faculty in
the School of Public Health by a vote of 84%, with 52% of this group
voting with reservations, comments or suggestions against the settlement.

The Texas Higher Education Coordinating Board has approved standards for
curricula in baccalaureate, master's, and doctoral programs for health
education/health promotion.  This has been a process that took more than two
years to complete.  A task force was appointed to draft standards when the
Texas Higher Education Coordinating Board began receiving requests to offer
degree programs in community health and its staff did not know what courses
should be in a community health curriculum.

Dear colleagues,

Cornell AIDS Action was awarded an American College Health Association
mini-grant to work on a project we call "Advertising AIDS."  This is a
collection of posters that address issues related to HIV/AIDS, safer sex,
prevention, transmission, testing, services, etc.  We are gathering a
variety of posters from as many different sources as possible, reflecting
different approaches to getting messages out to different groups in
different languages. The display is used to promote discussion and thought
about messages that work, don't work, speak to particular individuals or
groups, challenge, provoke emotion, etc.

We need your help.  Could you:

        1.  Send us one each of posters that you use on your campus?  (We
have the America Responds to AIDS and New York State freebies, but we
probably don't have anything else that you use.)  If it would help, we will
gladly reimburse you for your expense--just let us know/

        2.  Suggest organizations that we should contact about adding to
our collection?  (We have GMHC, HERO, and IMPACT AIDS posters and would
appreciate any other suggestions, addresses, phone numbers, catalogs.)

This project will be described fully in a final report that will be
submitted to ACHA in March.  I will be happy to share it with you in
exchange for your posters.

Please help us make this as diverse a collection as possible.  We hope to
have as many posters as possible by the end of February.

"The Puzzler" as borrowed from Click and Clack, the Tappit Brothers

A man walks into his mechanic and requests that the wiper blades be replaced,
the oil changed, the radiator fluid changed and the belts and hoses checked.
After completing these four tasks, the mechanic returns and says to the owner,
"Have you been getting poor gas mileage?"  The owner says. "Why, yes, how did
you know?"  What did the mechanic see by checking only these four items that
would lead him to ask the owner about poor gas mileage?

The four items listed could indicate an engine which has been over heating. An
engine which over heats would knock and ping and the gas air mixture would

(with someone else), and Harold Carnacchia (retired from SFSU) had one

Carl and others interested in simulation of communities:  Bob Gold and I
had a long conversation about this earlier this week.  He had attended the
International Conference on Healthy Communities last month in San
Francisco where SimHealth was demonstrated as an adaptation of SimSoc (for
simulated society, the earliest sociological simulation) for making
medical care allocation decisions for a population.  Bob's observation was
that "We don't let airline pilots fly without simulation exercises; why do
we let health educators practice in communities without simulation
experience?"  We agreed to work toward such a computer simulation as an
extension of the software we are now completing with Marshall Kreuter, but
it will be awhile before we finish this version of EMPOWER software
(acronym for Expert Methods of Planning and Organizing Within Everyone's
Reach") Its an application of the PRECEDE-PROCEED model to health
education planning for breast cancer, soon to be converted to a more
generic "EMPOWER Generator" to allow users to create applications to other
health issues or community health planning problems.
   In the meantime, Carl, I recommend you refer to SimSoc.

WVU is a new addition to the list of organizations approved to be
"multi event" providers for Category I continuing education contact
hours for certified health educators.  I would like to hear from
people who have provided such hours.  Any advice is welcomed--and
needed.

Some questions I have are:  What should we make sure to do, and what
should we make sure NOT to do?  Do you ask participants to pay fees
directly to you, or to the organization holding the event?  If there
is such a thing, what is the simplest procedure to follow at the
event?

From the participants' standpoint, what did you like about how the
process was handled, and what could the provider have done better?

Finally, if you have any forms you developed related to this system
I would appreciate your sending/faxing them to me.

If anyone is interested in learning about upcoming conferences where
contact hours will be awarded in WV, let me know.  This semester's
events are the Midwest District AAPHERD conference in 2 weeks,
a Fetal Alcohol Syndrome Conference in April, the annual State Health
Education Council's Conference in April,&a Wellness Conference in May.
We expect to offer credits at an international prevention conference
scheduled for Charleston in October.

messages.  The theory is that if somebody sends something through the
listserv, it is intended to be sent to all individuals.  An example
might be Robert Anderson's discussion on the CHES providers hours.  That
is a legitimate use of the listserv.  Where I believe the big problem is
is when people use the listserv (hedir@siucvmb.siu.edu) for personal
messages.  There's not much I can do to prevent that..however I have
been doing the following:

Anytime I receive a message from the hedir@siucvmb.siu.edu (or the
listserv) that is a personal message, I immediately send a message to the
person that has sent it indicating that they have improperly used the
system.  It may be that they are unaware that they sent it to everybody.

Because I have little control on who uses the hedir@siucmv.siu.edu
address, there's not much I can do to prevent these "needless" messages
from being sent to you.  I would encourage everybody to talk to their
computer operations specialist...I believe there are ways that you can
eliminate such messages.

I believe that most of the hedir@siucvmb.siu.edu messages have been
sent in good faith, and that the occassional good humor statements are
acceptable.  Remember, this system is less than 8 weeks old...it's going
to take some time.  If somebody would like to take this system over,
please let me know (at my private address ga3748@siucvmb.siu.edu).

As far as Ben Williamson's request, he'll be dropped from the email
directory effective March 1, 1994, and effective February 14, 1994
he'll be dropped from the listserv subscriber list.  Now, Ben, it may

If there's somebody more familiar with how such messages can be eliminated/

cannot use the automatic reply key on your terminal when you receive a

sooner or later.  May we all be patient as we experience the growing pains
of dealing with a relatively new technology

It seems like a lot of the messages could be eliminated if people who
RESPOND to a general call would reply to the individual, not the "list."
Perhaps people are not aware of that or think it's nice to have everyone
see their answer.  I think it's a safe assumption that when someone puts
out a call or question, only they want the answer.  Maybe this would be a
worthwhile reminder for folks - and perhaps it means NOT using the direct
"reply" function.  Depends on the editor on your system.  Mine has a
query "send to all?"  I mean for this to go only to you but I'm not sure
how it will work, it might go to everyone.

I would urge people to reply to requests for information, resources, etc.
to the list unless it is very clearly something which will be of interest
only to the requestor.  Even though only one preson makes a request,
many more people may be interested in the same information.  On another
list I subscribe to Õteaching in psychologyþ this is a problem because
the replies have gone for the most part only to the requestor when
there are many other persons interested in the same topic.

The alternate solution is for the requestor to post a summary of all
replies but this means that the requestor has to understand his/her
system well enough to capture and edit the replies and then send
them back to the list.  Many of us do not have this level of understanding.

We have had a few interesting responses re: purpose of the HEDIR during
the last couple of days. I very much agree that many of the questions
and responses have been interesting, and I would not want to limit the
use of the system, other than that the issues outside of health
education could be discussed individually, person-to-person.

Therefore, might it be appropriate to suggest to Mark that along the
HEDIR, a listing of health education professionals could be maintained so
that they could be contacted when needed. There might be times when anyone
taking a longer period off work might also want to take time off otherwise.
Sabbatical is one example.

Individuals who do not like to receive daily messages via the HEDIR could
be accessible via a listing at the end of the directory. Names could also
be switched to the active part of HEDIR. Might this serve as a solution
to those who like to be connected but find the daily contact cumbersome?

I have already told Mark in person that I greatly appreciate the service,
and we should welcome this invention. And I appreciate the responses
received thus far from among the members. Thank you. I also welcome
the general discussions on health education, credentialing, etc.

are complaints I share, but it is not Mark's responsibility to correct

One suggestion--a few weeks ago I purchased a book titled, "Internet
for Dummies"; it explains the Internet in plain English, and
includes a discussion of LISTSERV, which is what Mark so kindly
developed for us health educators.
