We are happy to report that incentives for worksite health promotion programs were included in the Health Care Reform bill reported by the U.S. Senate Finance Committee on Saturday, July 2. The bill allows employer discounts for qualified workplace wellness activities. This victory would not have been possible without those of you who contacted your Congressional representatives to express your support for this important legislation. The hundreds of phone calls and letters generated by health educators and health- related organizations helped persuade the Committee to include these incentives in its final package. This is a significant achievement for worksite health promotion. The action on health care reform now moves to the floor of each chamber where the Leaders will attempt to fashion compromise bills to be voted on by the full House and Senate. While the fact that worksite health promotion incentives exist in the Senate bill is promising, it cannot be taken for granted that such incentives will be included in the final version of the bill being crafted by Senate Majority Leader George Mitchell (D-ME). In the House, incentives were included in the Education and Labor Committee bill but not in the Ways and Means Committee bill. It will be important for us to keep the pressure on House Speaker Thomas Foley (D-WA), House Majority Leader Richard Gephardt (D- MO) and others to ensure that worksite health promotion incentives are included in the final bill. We will keep you informed of any developments and what you can do to help ensure that worksite health promotion is not left out of health care reform. The letter asks the Majority Leader to support incentives for worksite health promotion activities in the health reform package he is preparing for the floor. We would like as many groups as possible to show their support for worksite health promotion by signing on to this letter. As many of you are aware, WHPA was successful in getting market- based incentives for employers to maintain worksite health promotion programs in the Senate Finance, Senate Labor and Human Resources and House Education and Labor Committee bills. However, we must ensure that these incentives are in the final health reform legislation. Under the language included in the bills developed by the Education and Labor Committee, as well as the Senate Labor and Human Resources and Finance Committees, all employers, large and small, would be given incentives to offer health promotion activities to their employees. Savings would be automatically shared by employers, employees and the government. No one, including the government, would pay more via these plans. Worksite health promotion programs are one of our country's most cost-effective health promotion efforts. By encouraging healthy lifestyle behaviors, these programs achieve real long-term savings. Yet, unless adequate incentives are included in health reform legislation, many of these programs will be discontinued. In 1992, 86 percent of employers offered some type of worksite health promotion activity. Both public and private employers use worksite health promotion programs to reduce health care costs, control unnecessary workers' compensation claims, and improve product quality, worker productivity and employee morale. However, worksite health promotion offers many benefits, employers continually cite controlling health care costs as the primary reason for maintaining these programs. A recent survey shows that without provisions such as the one included in the Education and Labor Committee bill, many employers will terminate or curtail their worksite health promotion activities. Worksite health promotion provides a unique opportunity to address many health care issues without the expenditure of additional government resources. Because the workplace is convenient and provides the peer support necessary to change lifelong habits, it is the best place to promote health among the majority of American adults. Issues addressed by worksite health promotion include: cancer and blood pressure screening, nutrition and fitness, mental health, prenatal care, smoking cessation, and proper utilization of health services. Companies have found these programs cost-effective for retirees and employee families as well. For these reasons we urge you to include a worksite health promotion discount provision in the final health reform bill.
