I am presently involved in a study to determine how effective a
new video and teaching manual is for K, 1, 2 grades.  I am looking
for established instruments to test cognition (basic health
knowledge on nutrition, exercise, safety etc.) and self concept.
It seems there is not a lot out there for these age levels.

If you know of anything that might be of some use, or even names
of contact persons with expertise with these age levels, please
let me know.

I would prefer not to create my own instruments.  Time will
not allow me to do this effectively.

subscribing for about a week, and it's mostly been excerpts (usually about
250-1000 words in length) of speeches that Clinton has been making regarding
his health care initiatives, and excerpts of related press conferences.  If
you are interested in subscribing, to check it out and see if it's of value
to you, please follow the attached directions (PRECISELY, or it won't work).

If anyone knows of another email conduit for getting/sharing information on
health care reform or other health-related issues, I'd be interested in
finding out about it.

The National Health Information Center (NHIC) is a service
provided by the Office of Disease Prevention and Health
Promotion (ODPHP), Office of the Assistant Secretary for
Health, Public Health Service, U.S. Department of Health
and Human Services.

In the spirit of "Americans Communicating Electronically"
(ACE), which is a cooperative initiative among Federal
agencies bringing information to the public in electronic
form, NHIC and ODPHP have developed electronic versions of
a number of frequently requested publications.  This
initial effort will be followed by expanded electronic
dissemination within 90-120 days.

All documents are formatted in ASCII text.  Limitations of the e-mail system
being used to deliver this information require that longer documents be divided
into several messages; each message in a series is clearly labeled as such.

         WORKSITE HEALTH PROMOTION FINANCIAL INCENTIVES
         INCLUDED IN U.S. SENATE HEALTH CARE REFORM BILL


         CONGRATULATIONS !!!! -- BUT DON'T STOP NOW !!!!

We are happy to report that incentives for worksite health
promotion programs were included in the Health Care Reform bill
reported by the U.S. Senate Finance Committee on Saturday, July
2.  The bill allows employer discounts for qualified workplace
wellness activities.

This victory would not have been possible without those of you
who contacted your Congressional representatives to express your
support for this important legislation.  The hundreds of phone
calls and letters generated by health educators and health-
related organizations helped persuade the Committee to include
these incentives in its final package.  This is a significant
achievement for worksite health promotion.

The action on health care reform now moves to the floor of each
chamber where the Leaders will attempt to fashion compromise
bills to be voted on by the full House and Senate.  While the
fact that worksite health promotion incentives exist in the
Senate bill is promising, it cannot be taken for granted that
such incentives will be included in the final version of the bill
being crafted by Senate Majority Leader George Mitchell (D-ME).
In the House, incentives were included in the Education and Labor
Committee bill but not in the Ways and Means Committee bill.  It
will be important for us to keep the pressure on House Speaker
Thomas Foley (D-WA), House Majority Leader Richard Gephardt (D-
MO) and others to ensure that worksite health promotion
incentives are included in the final bill.

We will keep you informed of any developments and what you can do
to help ensure that worksite health promotion is not left out of
health care reform.  If you haven't already done so, please
contact the Congressional representatives in your district and
let them know that this health promotion legislation is important
to you.  In the meantime, if you have any questions, please call

A conference titled, "The First International Conference on Prevention:
The Key to Life" is scheduled for Charleston, WV, October 27-30, 1994.  To
quote from the preliminary program, "The international conference will include
general sessions, interactive concurrent sessions, hands-on workshops, symposia
, and panel discussions focusing on global issues of health promotion and
illness prevention for individuals and families, communities, and nations."
Unfortunately I am posting this too late for submissions of abstracts, which
were due June 30.

Sponsors are The Lawrence Frankel Foundation (Charleston, WV) and The Center
for the Study of Aging (Albany, NY).  Organizations providing resources
include the WHO, ASTHO, AAHPERD, Wellness Councils of America, and many
others as well.

There is a Pre-Conference on Worksite Wellness, which is WV's annual
Governor's Conference on Worksite Wellness on October 27.  (The International
Conference begins that evening.)

Keynote speakers will be Dr. Joycelyn Elders and Dr. Eino Heikkinen, a
specialist in exercise medicine, from the University of Jyvaskyla, Finland.

CMEs and CEUs will be provided, as well as CECHs for Certified Health
Education Specialists.

What do you use these for?  I'm new on this system and not fully
acquainted with the intricacies of your info gathering.  So far, I have
found the info sent my way interesting and of value.  You seem to have a
good system going.  I'm particularly interested in community access to
health info via telecommunications and electronic bulletin boards
specifically.  Do you have any references you can share on this matter?

         WORKSITE HEALTH PROMOTION FINANCIAL INCENTIVES

                 IN U.S. HEALTH CARE REFORM BILL


Attached is a letter which the Worksite Health Promotion Alliance
(WHPA) intends to send to Majority Leader Richard Gephardt on
Wednesday, July 20.  The letter asks the Majority Leader to
support incentives for worksite health promotion activities in
the health reform package he is preparing for the floor.  We
would like as many groups as possible to show their support for
worksite health promotion by signing on to this letter.

As many of you are aware, WHPA was successful in getting market-
based incentives for employers to maintain worksite health
promotion programs in the Senate Finance, Senate Labor and Human
Resources and House Education and Labor Committee bills.  We also
have significant support for these incentives from members within
the Ways and Means and Energy and Commerce committees.

However, we must ensure that these incentives are in the final
health reform legislation.  For this reason, we are once again
asking organizations interested in health promotion to sign the
attached joint letter as well as write their own letters of
support.

To sign on to the joint letter, which we will send in with your
organization's endorsement, please return the attached fax sheet
to Lynn Shotwell by the close of business on Tuesday, July 19.

Your letters and phone calls have been key to our success so far.
Please continue to work with us.  For additional information

Dear Representative Gephardt:

We are writing to urge you to include worksite health promotion
provisions similar to that included in the House Education and
Labor Committee bill in the health reform package you are
preparing for the floor.  Under the language included in the
bills developed by the Education and Labor Committee, as well as
the Senate Labor and Human Resources and Finance Committees, all
employers, large and small, would be given incentives to offer
health promotion activities to their employees.  Savings would be
automatically shared by employers, employees and the government.
No one, including the government, would pay more via these plans.

Worksite health promotion programs are one of our country's most
cost-effective health promotion efforts.  By encouraging healthy
lifestyle behaviors, these programs achieve real long-term
savings.  Yet, unless adequate incentives are included in health
reform legislation, many of these programs will be discontinued.

In 1992, 86 percent of employers offered some type of worksite
health promotion activity.  Both public and private employers use
worksite health promotion programs to reduce health care costs,
control unnecessary workers' compensation claims, and improve
product quality, worker productivity and employee morale.
However, worksite health promotion offers many benefits,
employers continually cite controlling health care costs as the
primary reason for maintaining these programs.  A recent survey
shows that without provisions such as the one included in the
Education and Labor Committee bill, many employers will terminate
or curtail their worksite health promotion activities.

Worksite health promotion provides a unique opportunity to
address many health care issues without the expenditure of
additional government resources.  Because the workplace is
convenient and provides the peer support necessary to change
lifelong habits, it is the best place to promote health among the
majority of American adults.  Issues addressed by worksite health
promotion include:  cancer and blood pressure screening,
nutrition and fitness, mental health, prenatal care, smoking
cessation, and proper utilization of health services.  Companies
have found these programs cost-effective for retirees and
employee families as well.

For these reasons we urge you to include a worksite health
promotion discount provision in the final health reform bill.  If
you have any questions, please contact the Worksite Health

URGENT!

You are probably aware of the debate currently taking place in Congress
regarding Health Care Reform.  Compromise legislation on health care reform
is likely to come out of Congress by mid-August.  The Public Health
Education and Health Promotion Section of the American Public Health
Association strongly encourage individuals who value the contributions
health education makes in the lives on individuals and communities to write
their elected representatives immediately.  We need to let them know that
health education must be written into whatever health reform legislation is
