state broadcaster associations to implement a 2-year radio/tv PSA
campaign addressing (a) drinking and driving, (b) alcohol consumption
during pregnancy, and (c) underage alcohol consumption.

I am involved in a campaign initiated by the Minnesota Broadcasters
Assn, and am interested in hearing from:

1.  Colleagues who may be involved in parallel
campaigns in other states; and/or

2.  Colleagues who may have been otherwise involved in the design and
production of PSAs specifically addressing alcohol consumption during
pregnancy.

      INCLUSION OF WORKSITE HEALTH PROMOTION FINANCIAL
INCENTIVES
                 IN THE HEALTH CARE REFORM LEGISLATION


THE ISSUE....

     This is a CALL FOR IMMEDIATE ACTION to support the provision of
worksite health promotion program financial incentives in the national
health care reform plan.  Several health-related organizations,
including the American Public Health Association's (APHA) Worksite
Health Promotion Committee, the Association for Worksite Health
Promotion, and the Worksite Health Promotion Alliance, consider this
issue to be a critical element of health care reform, and strongly
recommend that any health care reform legislation include such
incentives.

     As we move toward health care reform in the U.S., a variety of
strategies have been identified by the Clinton administration and
Congress as effective approaches to provide affordable, quality health
care for all Americans.  Along with this basic concept of quality and
affordability which is shared by nearly all of the constituencies
involved in the health care reform movement, other important issues also
need to be addressed when determining an optimal design for a national
health care program.

     Much focus has been placed on access, managed care, cost, and
financing.  Unfortunately, far less attention has been given to reducing
the need for health care in the first place.  Several major research
studies have documented the impact of worksite health promotion programs
in improving employee health status and subsequently reducing the
employee health care costs.  Worksite health promotion programs should
be recognized as providing a significant contribution towards
controlling the cost of health care -- through improving employees'
health, keeping them well, and educating them in the appropriate use of
the health care system.

     In whatever new health care reform is finally developed, it is
critical to the long-term effectiveness of our national health program
that financial incentives be provided to employers to encourage them to
provide the illness and injury prevention, counseling, and health
education that are vital in keeping our workforce strong, healthy, and
productive.

     If the government is truly concerned about long-term solutions to
the health care crisis, then preventive approaches such as worksite
health promotion must be taken seriously.  Otherwise we are once again
simply waiting until illness strikes, then concentrating on how the
victims are to be treated -- an approach that is far less efficient and
exponentially more expensive.

     I urge you to call, fax, or write to your U.S. Congressional
representatives to indicate your support for inclusion of these
financial incentives in any health care reform legislation that is
presented to Congress.  Please contact me if you would like any further

     The House Education and Labor Committee will begin marking up its
health care plan TODAY (JUNE 14).  Representatives Kildee (MI) and
Hoekstra (MI) will introduce a bi-partisan amendment which provides
market-based discounts to employers which maintain worksite health
promotion programs (SEE "KILDEE/HOEKSTRA AMENDMENT" BELOW). 
THIS
AMENDMENT WILL BE VOTED ON THIS WEEK!

To ensure passage of this amendment, it is imperative that all Members
of the Education and Labor Committee hear how important this amendment
is to their constituents.  At this point, we do not have Chairman Ford's
full support.  Thus, we must get as many Democrats and Republicans as
possible on our side.  This will be our only chance to have incentives
for worksite health promotion included in the Education and Labor
Committee bill.

Attached is a list of Ways and Means Committee Members.  PLEASE CALL ANY
MEMBERS WITH WHOM YOU HAVE TIES.  If you live in the district, work in
the district, or if your company does business in the district, call and
let them know how important these incentives are to you.  If your
representative is not on this list, call those who are from your state!
GET YOUR COLLEAGUES AND CLIENTS TO CALL.

YOU MAY REACH THE CAPITOL SWITCHBOARD AT (202)225-3121.  Speak
to the
person handling health care for your Member.  If he/she is unavailable,

the Congressman/woman to support the Kildee-Hoekstra amendment on

promotion during the Committee markup.

KILDEE/HOEKSTRA AMENDMENT

Key Features

o    This amendment creates a market-based system that gives employers
     an incentive to establish or continue worksite health promotion
     activities for their employees and their employees' families.

o    The plan automatically passes savings from worksite programs to
     employers offering these programs, their employees, and the
     government.

o    Market forces will determine the value of these programs, ensuring
     that the alliances are fully funded and that there is no revenue
     loss to the government.  In fact, the government should save money
     under this system.

o    Employers who choose not to make these investments will pay no more
     than they otherwise would under the Clinton plan.

o    Employees at worksites with health promotion programs will be
     encouraged to choose plans that appropriately value worksite health
     promotion.  No employee will pay more because of these programs.

Basic Elements

o    The Secretary of HHS would be charged with defining one or more
     levels of qualified "worksite health promotion" programs.  In
     developing the criteria, special consideration shall be given to
     small business participation.

o    Approved Health Plans would be permitted to offer a discounted
     premium rate to employers with qualified worksite health promotion
     programs.  The value of these discounts would be determined by
     individual plans.  Some may offer a small discount.  Others may
     offer substantial reductions.  The same rate would be offered to
     all employers with qualified worksite health promotion programs.

o    Employers at worksites with approved plans would pay 80% of the
     average weighted discount premium rather than 80% of the average
     weighted premium.  Employers at the premium cap would pay the
     premium cap minus the average weighted discount for health
     promotion programs.

o    Employees at worksites with approved plans would pay the difference
     between 80% of the average weighted discount premium and the plan
     they select.

o    Worksite health promotion activities would continue to be tax
     deductible and not included in employee income.

POSITION:

Assistant Professor of Health Education in the Division of Health,
Physical Education, and recreation.

JOB DESCRIPTION:

Teach undergraduate and graduate courses in health education,
participate in professional service, and maintain scholarly activity.
Additional teaching assignments to be made based on professional
and academic background and the expressed needs of the Division of
HPER.  Candidates should have experience in the application of
technology in teaching and related professional activities.

QUALIFICATIONS:

An earned doctorate in Health Education or related field is
required.  Candidates should be able to demonstrate the ability to
qualify for graduate faculty status and demonstrate the capacity
and interest to contribute in a scholarly way to research, teaching,
and clinical activities.  Applicants must have completed doctorate
by September 1, 1994.

TERMS OF CONTRACT:

Salary commensurate with qualifications.  Beginning Fall Semester,
1994.  This is a nine-month, tenure-track appointment with
possibilities of summer employment.

UNIVERSITY OF SOUTH DAKOTA:

The University of South Dakota is a comprehensive, liberal arts
state institution with an enrollment of approximately 7,600
students.  Basic and professional programs are available in the
School of Educaton, School of Business, School of Law, School of
Medicine, College of Fine Arts, and the College of Arts and
Sciences.

SCHOOL OF EDUCATON:

The School of Educaton is organized into four basic Divisions:
Curriculum and Instruction; Educational Administration;
Educational Psychology and Counseling; and Healthy, Physical
Education and Recreation.  Graduate work is available through
the doctorate in several program areas.  Education programs are
accredited/approved by NCATE, NCA, and the S.D. Division of
Education.

Subject:      Update on Worksite Health Promotion Legislation - Call to Action

Thanks to those of you who called your Congressional representatives on the
U.S.  House Education and Labor Committee, the Kildee/Hoekstra Amendment
which provides for financial incentives for employers who provide worksite
health promotion programs was PASSED by the Committee.  But now we need to
support a similar bill that's being introduced in the House Ways and Means
Committee (see attached "Call to Action").  Please help us again with your
support!

Also, I'd be most appreciative if you could email to me (AT MY DIRECT EMAIL
ADDRESS, NOT VIA THE HEALTH ED DIRECTORY !!) whether you have
contacted your
Congressional representatives regarding either the Ways and Means bill or

      INCLUSION OF WORKSITE HEALTH PROMOTION FINANCIAL
INCENTIVES
                 IN THE HEALTH CARE REFORM LEGISLATION


CONGRATULATIONS!!!! -- to those of you who, through your great
efforts last week, helped to gain passage of the Kildee/Hoekstra
amendment to the House Education and Labor Committee's Health
Care Reform bill.  The amendment, which provides for financial
incentives for employers who offer worksite health promotion
programs, was passed by voice vote in the Committee on Friday
morning.  YOUR EFFORTS WERE INSTRUMENTAL in a big victory for
health promotion in the workplace.

THE NEXT STEP !! ----> It is now time to focus attention on the
House Ways and Means Committee to ask members to support the
>>> LEVIN AMENDMENT <<< to Title V of Chairman Gibbon's bill.

The House Ways and Means Committee will continue to mark up its
health care plan June 21-24 and during the week of June 27.
Representative Levin (D-MI) will introduce an amendment which
provides market-based discounts to employers which maintain
worksite health promotion programs.  THIS AMENDMENT MAY BE VOTED
ON THIS WEEK!

To ensure passage of this amendment, it is imperative that all
Members of the Ways and Means Committee hear how important this
amendment is to their constituents.  We must get as many
Democrats and Republicans as possible on our side.  This will be
our only chance to have incentives for worksite health promotion
included in the Ways and Means Committee bill.

Attached is a list of Ways and Means Committee Members.  PLEASE
CALL ANY MEMBERS WITH WHOM YOU HAVE TIES.  If you live in the
district, work in the district, or if your organization does
business in the district, call and let them know how important
these incentives are to you.  If your Representative is not on
this list, call those who are from your state!  GET YOUR
COLLEAGUES AND CLIENTS TO CALL.

YOU MAY REACH THE CAPITOL SWITCHBOARD AT (202) 225-3121. 
When
you reach the Member's office ask to speak to the person handling
health care for your Member.  If he/she is unavailable, leave
your name and number and a message that you are calling to urge
the Congressman/woman to support the Levin amendment on employer-
sponsored wellness programs.  If the Member is supportive, ask
him/her to say a few words on behalf of worksite health promotion
during the Committee markup.

THESE CALLS MUST BE MADE AS SOON AS POSSIBLE AND CONTINUE
UNTIL
THE VOTE ON THE AMENDMENT IS TAKEN.  IT COULD COME AS
EARLY AS
THIS WEEK, BUT WILL DEFINITELY HAPPEN BEFORE THE END OF
JUNE.
