To My Fellow Listservers...
Besides your monthly update, I'm sending out a brief memo to let
you know the status of the directory. I have been getting a lot of
requests to 1) be listed in the directory, and 2) to be part of the
listserv. My policies have always been that one must be a professional
in health education (or a doctoral student in health education) to be
listed in both the directory and the listserv.
However....I have been getting a lot of requests to be listed
only the listserv from people who are not health educators per sa,
but have obvious interests (people from NIH, NIAAA, CDC, and other
funding sources). They want to be able to have access to everybody
on the directory via the listserv. They don't necessary want to be
listed in the directory. So effective March 1, 1994...
1. Only health educators (or doctoral students in health education)
will be listed in the health education directory (the one you receive
each month). This is the same as before.
2. Anybody who has good reasoning (pretty vague, huh?) will be put
on the listserv. These people will then be able to send out memos to
everybody in the directory. I hope this will not be abused...if it is
then I'll deal with it later. Anybody listed will need to follow the
guidelines regarding not to use the "hedir@siucvmb.siu.edu" address
for private notes.
3. Finally, I'm toying with the idea of having people who
are identified in the health education directory to list an
area or two of specialization. This will be of special interest
to those funding sources who want to receive copies of the directory.
It's not that I'm asking for more work, but...I think it would enhance
the directory. Let me know what you think. Obviously, we can't
have complete dossier of each person, but I think it would be helpful
to list one or two areas of specialization (i.e., research, evaluation,
drug education, AIDS) that might help others work with each other
more efficiently. Let me know.
In the meantime, have a nice March. I hope to see many of you in
Denver. Pehaps you can let me know what you think of my idea of
adding specialties to the directory.

mini-grant to work on a project we call "Advertising AIDS." This is a
collection of posters that address issues related to HIV/AIDS, safer sex,
prevention, transmission, testing, services, etc. We are gathering a
variety of posters from as many different sources as possible, reflecting
different approaches to getting messages out to different groups in
different languages. The display is used to promote discussion and thought
about messages that work, don't work, speak to particular individuals or
groups, challenge, provoke emotion, etc.
We need your help. Could you:
1. Send us one each of posters that you use on your campus? (We
have the America Responds to AIDS and New York State freebies, but we
probably don't have anything else that you use.) If it would help, we will
gladly reimburse you for your expense--just let us know/
2. Suggest organizations that we should contact about adding to
our collection? (We have GMHC, HERO, and IMPACT AIDS posters and would
appreciate any other suggestions, addresses, phone numbers, catalogs.)
This project will be described fully in a final report that will be

At the upcoming AAHE convention in Denver we have scheduled a student program
that to provide undergraduate students a chance to meet with representatives
from graduate programs in health education. Our intent is to encourage student
students interested in pursuing graduate education by providing an opportunity
for them to associate programs around the country with a name and face of
someone representing that institution's program. And, for this to be
in a situation where the student should feel encouraged to talk
with the representative.
This will be done in a regular meeting room and there will be room for people
but not displays. The plan is to group programs by regions of the country
and ask students to rotate among the groups. This is scheduled for Saturday,
April 16 at 10:45 - noon. We felt this time would have the greatest number
of students available.
Please let us know if you will have a representative available at that time by

of specializations in health education happening. I can pass over those

The University of Turku still follows the old established guideline
whereby a doctoral student goes through the coursework, writes his/her
doctoral thesis/dissertation, and applies for graduation. There is no
final examination at this point. There is no formal health education
program as such at this university; however, there have been two
dissertations on health education issues since 1990. (This is a medical
school.)
There is a health education doctoral program at the University of
Jyvaeskylae (or Jyvaskyla, as I spell it in English). I will check about
their procedure.
The issue of co-authorship was discussed at our faculty meeting a few
weeks ago. There seems to be an array of practices but most of us follow
what I use: the person doing the most work is the first author (students
included), followed by the next amount of work, etc. and then in
alphabetical order. We discuss this issue each time before a paper is
submitted for consideration.
My most difficult problem has resulted from pieces of work where my name
has been omitted. For instance, the Scandinavian Journal of Social Medicine
has a policy that an author must be present during each stage of work before
he/she may be called an author. Yet, I had devoted 2-3 years to design a study,
to collect data (early 1970's) and was supposed to analyze it but could not
get the data out as it was a part of a larger project. It was supposed to be my
MS thesis in Finland. I finished another MS program at the U of I in 1975, my
Finnish data was analyzed and reported by someone else (poster and article).
The journal told me that since I had not been there to analyze the data, I had
not been a part of every phase of the study. The first author had not been a
part of the design and collection of data but the editor (with a journal with
an impact factor) did not seem to be concerned about that and I did not have a
chance to complain.
Therefore, I would feel better if this issue is carried on to the editorial
process as well. The editors should check that all concerned are a part of the
writing process and give guidelines what it means. Many journals require a
signature of each co-author and they require that the paper is not being
considered elsewhere. They should also be concerned with this ethical issue.

For over 20 years I have been engaged in single, co-authored and
multiple authored articles. If a graduate student is assigned to
work with me and they just look up related references they are not
given co-authorship. If they help to write the article they will
be given second authorship.
My most frequent co-author D. Hanson have worked out a
relationship where I do the data analysis, he does the introduction
and conclusions and I do the methods and results sections. We then
critique each others remarks. Whoever puts the most time and takes
the lead for spearheading the article and potential journal will
take first authorship. However, this is a working relationship of
over 10 years and may not be applicable for most situations.
For other co-authored situations whoever spearheads the
article and puts in the most time gets to be first author. As
an example Stu Fors and I had an article where I did most of the
writing a few years ago and I was first author. We have just submitted
another one, where he has done most of the writing, and he is first
author.
In multiple authorships all individuals who have written parts
of the article are put as author with the first author being the person
who has taken the largest responsibility of doing or direction the
research and accomplishing the writing.
The type of research I do does not take outside funding and
so this schemata may not be appropriate for those of you with large
grants with multiple researchers.

shootings. The professor who had done the shootings had posted two
days before allegations that he had been forced to list his dean as
a co-author when his dean had had no involvement. Both his lengthy,
rambling allegations and the ensuing discussion is very interesting
reading. At least one person involved in those discussions
archived the postings.

We are conducting for the Insurance Corporation of British Columbia a
review of literature on large-scale health education campaigns
(state-wide, province-wide, or regional). Our population of interest is
adolescents and young adults (ages 13-25 years). The review will focus on
large-scale health projects and campaigns that aimed to produce a
reduction in problematic or "risky behaviors", i.e., drunk driving,
unsafe sex, substance abuse...
We would appreciate leads to the following information:
a) Data on national and state-wide trends in risk behaviors, i.e, driving
while intoxicated, driving with an intoxicated person, unsafe speed, and
non-use of seatbelts and their effect (like BRFS data).
b) Data linking national and state-wide differential trends in
risk-related behaviors to the existence of some form of preventive
(educational, legislative, mass media, etc) program in your state or
jurisdiction.
c) names of specific prevention programs and/or contact persons at the
national and/or state level who could supply descriptions or evaluations
of such programs.

Hi folks. I know many of you are enjoying spring break, but I'm sending
this memo out to address a number of issues.
First, as we all know, many individuals are still using the hedir@siucvmb.
siu.edu address to send personal messages. It's important that we all
respond to private messages via the individual's personal email address--and
not the listserv address. Many of you have systems that you can directly
respond to a message without having to type the sender's email address.
Well, if you received a general memo off the listserv (for example, Larry
Green recently sent a memo asking for assistance in collecting literature
on risk reduction programs). If you just "reply" to his memo, that personal
reply will be sent to everybody. You must compose an entirely different
memo and send it to Larry via his email address.
I'm aware that mistakes will continue to happen, and so as a friendly
reminder I'll be sending a memo to those individuals who mistakenly
use the listserv for personal memos.
Second, Carl Peter suggested that the email people meet at AAHE. Sounds
good but it's probably too late to get anything special (e.g., room)
so what I suggest is that if you want to see who all of these email
people are, attend the SIU social on Friday night. Check the schedule
book for time and place. The other option would be to attend the AAHE
social...I'll have a corner in the room with a sign called EMAIL...
come on over and introduce yourself...and bring another person who might
be interested in joining the directory.
Third, I've heard many responses from my request to include "specialties
areas" in the email directory, and most of them were for it. Sometime
during the next six months I'll be arranging the system to start this...
to prevent an overflow, I may request responses state by state. So, hold
on, by 1995 specialties will be added (probably much sooner).
Finally, a request...when you send a memo either through the listserv
or through a personal one, please make sure that your entire name
and your entire email address is made available. As many of you
know, many memos sent through the listserv have a number of configurations
and what have you. I personally prefer names and addresses at the end
of the memo. Again, this request is not meant for memos just
sent to me, but also to anybody.
Looking forward to Denver. For those who can't make it,
we'll think of you. Have a safe trip and I'll see you either
at the AAHE social or the SIU social (sometime on Friday).

THIS IS AN IMPORTANT MESSAGE TO EVERYONE FROM ANSA:
Before I read Mark's plea not to use HEDIR as address, I read a message from
Pat Lindsay that I thought was not meant for me. I replied to Pat that I
received it and sent a message to Mark that I had received such a message.
Sitting here, I began wondering what the real problem was and called the
computer center for XXXth time about it. I learned the following:
1. When a message is replied to the (To:) address, it will go to whom ever
that person/system is--no one else. (They assure me.) So if HEDIR appears
on the list, it will go to all of us. Therefore, my personal/professional
messages should only go to Mark, if his name is the only one up there.
However, if there is a name besides Mark, the message will go to him/ her as
well.
2. In the US, most university computers apparently show the "cc-field" which
indicates "carbon copies" sent to selected individuals. In other words,
there is a list of individuals below the the "To:" field, where the sender may
opt to list other individuals who may be interested in participating in
a conversation. OUR COMPUTER DOES NOT SHOW THAT FIELD! In other
words,
if you mail a message to someone and "tack me along" in the "cc-field",
I will not know that you did that. You must either mention me in the
primary field or list my name at the end after your own "greetings" as
CC: ansa.ojanlatva.sara.cc.utu.fi.
Why that happens is beyond my control--unfortunately. This may also be the
reason as to why e.g. Ruth Engs has complained that she is getting mail which
she felt she should not have received; the mail may have been cc'd to her.
3. There apparently are other problems at this end. At times, mail gets
collected in a common place and a person does not get it. We have two
computers at this end. The receiving source is called POLARIS. There is a
forwarding message to send all my mail to SARA which is "my" primary
computer. We checked and noted that no mail has remained in that one.
However - there apparently is a problem within SARA and it is being looked at.
Mark has told me that some have mentioned that they might not have
received messages Mark has sent--as I have not. SARA may be the reason,
and I will let you know if there is a sack of mail which will be opened up.
Meanwhile (since I had a 2-week period without a message), if there is
someone who is expecting a message/reply from me and has not received,
please ask again. I read my mail twice daily and respond if there is a
question.
4. And finally, there is a chance that my personal messages may have been
circulating around the world. As Mark had told me that I knew how to use the
system, I did not worry about being personal when someone asked. (Some know
that I was involved in an "accident" about 6 years ago--with extensive
consequences.) I apologize if the messages have "polluted" your computer;
it was apparently also beyond my control. You may look at it this way: no
need for gossip! To me, health educators are special people and I trust
that the information about you may have gained it useful for you in
teaching about indoor pollution and sickness.
However, if there is a message without a reference to HEDIR and it is from me
to another person, please, let me know. Our computer personnel would like to
catch any potential bug there might be in the system. The person I communicate
with used to teach at The Ohio State University. With his help, we may be able
to clean potential bugs out of the system.
And finally, after a very harsh winter, we are having sun shine. I hope all
this has been useful to you at your end. When you cc a message to me, please
let me know somehow.

I am using Mark's letter as a basis here.
The address is HEDIR at this end but
apparently--when it gets to you--it shows only my name. The computer center
staff tell me that if someone responds to that letter in turn (responses meant
to me) no one else should get it but the owner of the name
(in that case Ansa). There were three responses re: yesterday's mailing
problems in my new mail and at least one used the reply option.
Did anyone else get mail directed to me. Please, it is important.
Please reply using my own address.
Since my letter to you, I was told that SARA is not the source of the problems
at my end. The computer center personnel are in the process of contacting the
e-mail organization and figuring out as to why the "cc-field" does not show up.
Also, I was told that messages may get lost and torn in "bitnet". Another
possible source might be "FINHUTCH", the main receiver at this end. In either

We are in the process of writing a sexuality text for medical students in
Finland. I am both one of the writers and one of the four editors of the text
(all textbooks seem to be written with this model). One of my topics is
violence (rape, incest, etc.), and I have a request.
I would like to know of recent developments your respective states might
have on laws re: rape within marriage and rape between members of the same sex.
The Finnish law re: rape within marriage is finally (about) ready. And
yesterday, discussion on the law resulted in a suggestion (by female members of
the parliament) that rape between members of the same sex should also be
illegal. Interestingly enough, the newspaper article does not specify men and
women separately: it only cites the Babbitt case as an illustration of how a
woman may be cruel. Have similar legal developments been noted in your
respective states? I would also welcome discussion from students who might

IF YOU HAVE A PROBLEM WITH THE CC-FIELD NOT SHOWING:
For those of you with VMS computers using PMDF program, you edit (lisence
required, contact computer center):
PMDF_ROOT:L_HEADERS.OPT row which reads
Cc:MAXIMUM=1.
Or:
PMDF_ROOT:PMDF.CNF and replace "headertrim" with
"noheadertrim".
I have been told that this cannot set by individual users but if you take the
message with you to the computer center, it may save you time and agony.
IN ORDER FOR YOU TO USE THAT OPTION (in case it does not automatically
appear
after "To:", you do the following:
EMAIL> (type) set cc
--and your computer will give you an option to send each letter to a third
party.
Those with computers other than VMS, the instructions are different.
I hope this will clear this problem; at least you will know where to begin
searching the problem.
However, if someone can suggest a solution to a problem where only the last
word with a question mark and my name arrives at the other end, I would be

Subject: Meta-analyses, criteria for review articles, impact factors
In efforts to improve university-level h.ed.instruction and delivery of health
information at a physician's office and to better justify h.ed. for academia in
professional advancement, I would like to offer the following three issues for
consideration here and at future professional meetings:
1. Call for a registry of meta analyses on a wide range of health/sexuality
education issues
where results of international research will be collected under one umbrella
and reported both in health and medical journals.
2. Call for a criteria for review articles in such a fashion that the same
criteria would pertain to health issues regardless of discipline.
3. Call for a consensus on impact factors of health education journals for
merit reasons.
For justification os these suggestions, I would in turn offer the following.
META ANALYSES
Such a registry could function like a clearing house and a support center for
those studies which give us fire power to justify where and how health
education really works--as some of you have indicated in individual and meta
analyses. Health education is a substantial part of medical practice (e.g.
indicated in Finnish public health law), but except for academic leaders (such
as our director of clinical medicine who has been supportive of course
development and other issues) of medicine, many physicians question the
practice of health education for the lack of evidence. Support still comes in
small
packages--such as individual students requesting particular courses as required
ones, as one did in a public meeting recently/h.ed. ethics.
Such as registry would offer support when needed, and it might help us avoid in
getting into a circumstance like the one the President's physician was placed
in
recently. You may have read the news item about this physician having been
(seriously) disciplined for advising the President and his wife about the use
of antioxidants. According to a clinical professor who had been consulted on
the matter, the "first" couple was satisfied with the advise, and he said that
the National Board of Medicolegal Affairs staff had mixed up two issues,
medicine and nutrition.
The Scandinavian Journal of Primary Health Care (11;3-7) has called for a
redefined clinical method, where many "softer" areas (e.g. patient-centered
approach) would need to be assessed. Talking about patient-physician
relationship is still understandable but justifying health education will need
additional rounds. Having a place from which to gain information directly would
help.
CRITERIA FOR REVIEW OF ARTICLES
Review articles do not rank high on the list of items when faculty members are
being considered for promotion and merit despite the fact that these summaries
provide a very useful starting point when they do exist. In medical literature
(J of Epidem and Comm Med 47:169-170), Milne and Chambers refer to the power
of
such systematic reviews and even mention reliable answers to important
questions...
Since our field of interest overlaps with medicine, it would be useful to
create criteria which is understood both ways. If such criteria has recently
been published, please let me know.
IMPACT FACTORS
Health educators may get satisfaction in knowing that they are doing important
work, deliver papers, and see their name in print but it is not enough for an
academic employer. Most health education journals do not have impact factors,
and it might be important for (at least) the students to know that the medical
field only considers journals with impact factors. I would welcome discussio
RIGHT HERE TOGETHER about the meaning of impact factors for
our profession and a "consensus" recommendation for those fields where health
educators work. This would be particularly important for those areas where
teaching is not being valued as a part of academic practice.

PS-as a post scrift/note, I would like to add an FYI and make a correction.
The Finnish law, which I referred to previously, went through its third and
last review on Friday (3-25) and passed. Having read the last copy as a fax
yesterday afternoon, this is my understanding of it: a marriage will not reduce
or change individual right to make up one's own mind about being/not being
involved in sex of any kind (neither is the other one's property, no
force/coerce or situations where the other is unable to defend/ is in a state
unable to understand); although women are covered, gender and sexual
orientation appear not be an issue any longer; at least 6 mos. and not more
than 10 years of imprisoment, up to 4 years considered in certain situations.
In my previous message, I had translated the institution (housing the new
health education unit) from Finnish into English myself. The official English
name apparently contains additional words; as to why this is will not be up to
me to decide or argue. Being a nice man, Dr. Uutela did not think that it is
absolut to correct it, but someone of you may need to be exact somewhere:

I have just heard some very good news that should make all health
educators very happy and proud. One of "our kind" has just been
awarded a very special teaching award.
Dr. Bruce Ragon from Indiana University has been cited as one of
five faculty members at that institution to receive the "STUDENT'S
CHOICE AWARD." The IU Student Alumni Council presents
three to five awards annually to professors who have distinguished themselves
as outstanding teachers. IU students nominate professors based on their
knowledge, class presentation skills, student rapport and enthusiasm.
It's always great to see health educators receive such awards,
and I wanted to share this information with everybody on the network.
Indiana University is indeed fortunate to have a person such as Bruce
on its staff. For those of you who know Bruce, he'll be at the AAHE
meeting. Congratulates Bruce...good job.
