On September 29, 1995*, from 7:00 to 9:00 p.m., the first electronic
discussion and conference on "The American Health Education Association:
Speaking with One Voice," will be held on the Health Education Electronic
Forum (HEEF).

At this time, up to 10 callers will be able to call in.  The discussion will
take place on the public forum. Your discussion will take place, as it does
on services like America Online, as live messages/sentences typed to each
other.

Callers will have an opportunity to openly discuss the issues dealing with
the formation of AHEA and/or provide feedback on the business plan and
incorporation papers, also found on the HEEF.

EVERYONE IS INVITED TO PARTICIPATE IN THIS DISCUSSION.

To participate, you will need:
1. Access to the INTERNET. We have 8 INTERNET nodes but only two modem lines
available.
2. First Class 2.6 or 2.7 public domain software.  This software will allow
Windows or Macintosh computers to access the HEEF EASILY.  To get the
software, you can use ANY communications software (VT100 mode emulation),
1200-28.8K baud, to call the HEEF and you may downoad the files needed. Go to
the NEWS section to find the "Software You Need" file area. Download either
the Windows or Mac version of First Class and load on to your computer.
First Class 2.6/2.7 is also available on most commercial services, such as
America Online, Compuserve, E-world, etc.
3. INTERNET ADDRESS: The INTERNET location is 199.4.193.58  or
 "heef.doe.state.la.us"  (no quotes). If you can use Mosaic or Netscape to
get into a World Wide Web (WWW) page through your computer you can connect to
the HEEF.  All you need to do is load up First Class 2.6/2.7 and use the same
connection scheme you would use for WWW.
4. MODEM NUMBER: Please remember that this is limited: (504) 342-3733.
5. Sign on as soon as possible: Please don't wait until September 29th to
sign on.  The sign-on process takes 10 minutes and you will be limited to 30
minutes on the conference.  You can call in by modem to register and call in
on the INTERNET when the conference begins.

In response to a request for information for an association newsletter, the
National Commission for Health Education Credentialing, Inc. prepared the
attached Press Release for distribution.

FOR IMMEDIATE RELEASE


"Health Education for the 21st Century" was a forum held in Atlanta, GA,
June 16-17, 1995.  It was sponsored by the National Commission for Health
Education Credentialing, Inc., and co-sponsored with the Coalition of
National Health Education Organizations, U.S.A.

The purpose of the forum was to project where the profession of Health
Education should be by the second half of the 21st century.

Health educators were invited from the leadership of the National Commission
for Health Education Credentialing, Inc.; American College Health
Association, Health Education Section; American Public Health Association,
Public Health Education and Promotion Section, and the School Health
Education Services Section; American School Health Association; Association
for the Advancement of Health Education; Association of State and
Territorial Directors of Health Promotion and Public Health Education;
Society for Public Health Education, Inc.; and Society of State Directors of
Health, Physical Education and Recreation.  These leaders were speaking for
the profession.

Participants had 12 hours to discuss the objectives and develop ideas which
can provide direction for a larger, more comprehensive meeting in the near
future.  This larger conference would provide opportunities for a much
broader representation from the health education profession to further
expand the profession's direction for the 21st century.

These are the objectives which guided discussion:

           Identify actions needed within the profession to move it into a
significant role in the
               United States.

          Identify actions needed outside of the profession to move it into
a significant role in
               the United States.

          Develop goals which will provide direction for the profession.

          Develop an action plan which identifies who will do what and when.

The proceedings from this forum are being developed in conjunction with the
participants.  An announcement will be made when they are ready for
distribution.

For many of you (me included) this is the first day back for the
1995-96 academic school year.  The HEDIR has been relatively quiet this
summer, yet there has been some very good comments.

Because this is the beginning of the year, I will be sending all
subscribers three memos--the two directories and the general message
statement.  The general message statement will tell you how to
get your updated copies and how you can tap into the filemanager to
get previous postings via the HEDIR.  Obviously, if you have that
general message you can just delete that message. You do not have to
respond to the questions that are listed in the general message.

I am continuously trying to update the directories and improve their
distribution.  As indicated earlier this year, the email service is now
available via the world wide web.  That address is:

In addition, I have also developed a home page for myself.  For

distributed and collected via e-mail, and computer disks.

(and to continue to have them grow in size), would you review your
current list of faculty and graduate students (if applicable), and/or
your staff that are listed under your institution/agency.  If there is
anybody who has left, would you send me an email message.  This is
especially important for those institutions that have
graduate students listed.  Many of them may have left to take a
job elsewhere and may not be with your institution any longer.

Also, if you know of anybody who may be interested in this
program, please let them know.

This email service provides two major functions: 1)  it provides two
electronic directories of health educators throughout the world, and
2) an electronic communications system for news of interest
to professionals and students in the field of health education
(referred to as the listserv or a list).

BEING ADDED TO THE DIRECTORIES

The directories are open, free of charge, to all full-time health
education professionals and graduate students in health
education. To be listed in these directories
send an email message to Dr. Mark Kittleson at
GA3748@siucvmb.siu.edu, and include the following information:

     Your name
     Your institution/organization
     Your mailing address, phone number, and fax number
     Three or four key-word descriptors
       of your health education interest areas (graduate students
       are excluded from the descriptors)
     Your email address (Internet preferred)
     Information requested from the end of this memo

You will be added automically to the two directories.
When you first request to be listed, you will be sent the
lastest versions of the two directories.  One directory
lists individuals by job site, and the second directory
will list individuals alphabetically.  To get updated
versions, please follow the instructions given to you
below.

In addition, this directory is available on the world wide
web, of which you can download the directories and send
messages directory from the web.  The address on the web is:

SUBSCRIBING TO THE LISTSERV

The listserv (list) is an electronic mechanism in which one can
send memos to all subscribers instantly with just one memo.  By
addressing the memo to the list address, it will be sent to all
health educators who subscribe to this list.  This list is called
HEDIR.  HEDIR is a vehicle in which we can share thoughts, ideas,
job announcements, conferences (and calls for papers), requests
for ideas, etc.  It is to be used to help health educators
communicate more effectively and efficiently.  The HEDIR list
is not for personal communications, but rather announcements
of general importance to all subscribers.

The HEDIR list is different from the directories.  Not everybody
listed in the directories will be on the HEDIR list.  On the other
hand, not everybody on the HEDIR list are health educators.
Let me explain:

If you do not meet the qualifications to be listed in the
directories (for example, you are not a health educator),
you can still request to be added to the listserv.
You will receive all correspondence from among all participants
in this listserv.  There are many people who are not health
educators, but who have a vested interest in the profession.

Since the vast majority of people who will be using this service
are health educators, they will be listed in both the directories
and the HEDIR list.  If for some reason you want to be dropped
from the HEDIR, you must send a memo to me asking to be dropped.
UNLESS YOU SPECIFY, YOUR NAME WILL STILL BE LISTED IN THE
DIRECTORIES.  What this means is that you will not receive
messages received from the HEDIR list, but others will still be
able to locate you and send you personal memos.

TO SEND A MESSAGE TO ALL HEDIR SUBSCRIBERS

Since this directory is part of a "listserv" system, you can send
a message simultaneously to EVERYONE who is a HEDIR subscriber.
To email a message across the system to all subscribers, simply

NOTE!!! If you want to send a message to an INDIVIDUAL
subscriber, use their own email address listed in the HEDIR

Please help to cut down on the "junk mail" by using
the system properly.  For those of you who do use the listserv
inappropriately, you'll get a "gentle" reminder not to do so.

There is still much debate on the privacy of such messages via e-
mail.  Although I'm not in a position to discuss such legalities,
it is my opinion that anything sent via the HEDIR list is public
domain information, and by stating something you are releasing
your rights to privacy about that particular memo.  On the other
hand, anything sent to somebody at their personal e-mail address
should be considered completely confidential and not shared with
others without the permission of the sender.

In addition, there is some additional information that may make
you feel more comfortable using this service.

Mike Barnes, New Mexico State University, offers the following
information to new comers to e-mail:

1.   E-mail is informal. Grammar and spelling policies not
     emphasized.

2.   Don't "flame" or reply to "flaming."  Flaming is really
     "toasting" someone through written expression over the
     internet.

3.   Don't post private messages to a list/group.

4.   Post nothing that you wouldn't say in a public setting.

5.   Don't post to inappropriate groups/lists.

6.   "Lurk" for a period of time on a new group/list.  Lurking
     means read messages for a while without replying -- get a
     sense of how the group operates and what is appropriate for
     posting.

One of the problems with e-mail (as with any written
correspondence) is the fact that people can misinterpret what you
are saying because there is no vocal participation.  I saw an
interesting article in the St. Louis Post that
I thought I would pass these on to you for your reference.

PLEASE NOTE THIS, THIS IS REALLY IMPORTANT.

This service is most efficient when subscribers are
fully aware of how to use their personal e-mail systems, and
when they are aware of the rules and regulations of this
listserv.  Listservs are new, and many people don't realize
the purpose.  People respond to issues of importance...please
feel free to do so.  If a particular person asks for some
advice, in most instances, please respond to that person
via his/her private e-mail address.  However, sometimes
the information you share with that person may be of value
to everybody.  Again, feel free to share that with the HEDIR
list.  You will receive many messages each day...many of which
will be of no interest to you.  That is the nature of the
listserv.  If you don't like what you are reading, you can
either delete the message, or unsubscribe.  Don't get
irritated just because you don't like what some people are
saying.  Do become irritated at people who abuse the system
by sending private memos via the HEDIR list.  I get upset at
that.  The only exception are people who send a memo via
HEDIR asking to subscribe.  Be patient with them...they
don't know the policies yet.

Related to this, please remember that I do not (and will not)
censor any memos.  Because HEDIR is a public listserv, anybody
can send a memo via that listserv.  I don't have the time
nor the desire, nor the energy to monitor all memos and to
prevent them from being distributed.  I do respond to those
individuals who use the HEDIR from advertising something,
but even this is tough--there's nothing that can be done.

An example of what not to send via HEDIR:

     To:  Sam Somebody
     From:  Matilda Marvelous
     Subject:  Something

     Sam, let's have dinner when I see you at the next conference.
     Love the story about the poodles.

This is inappropriate to send via HEDIR.  Send such a memo
to Sam's personal e-mail address.

What is appropriate is as follows:

     To:  Sam Somebody
     From:  Matilda Marvelous
     Subject:  Something

     Sam, per your recent request on the HEDIR.
     I too experienced the same problems with
     our schools.  In my state, I contacted the
     local board and asked to speak with the chairperson
     personally. Also, the lastest Journal of XXX had an
     interesting article on dealing with principals.

     Does anybody else have any other ideas?

This, in my opinion, is an appropriate use of the HEDIR list.
Although it was focused at Sam, it may be of value to other
subscribers.


GETTING UPDATED COPIES OF THE DIRECTORIES

I have created a filelist manager here at SIU.  I now can put files
and have subscribers to HEDIR request such directories whenever they
desire. If you desire an updated copy you will need to do the following.

Steps:

1.)  Compose a note addressed to "listserv@siucvmb.siu.edu"
     (without quotes)
2.)  Don't put anything in the "subject" category
3.)  Type the following message in the body of text:

     get hedir1 note

4.)  That command will get you the health education directory
     that lists people by job site.  To get the directory of people
     listed alphabetically, compose another note to
     "listserv@siucvmb.siu.edu" and type:

    get hedir2 note

Remember, DO NOT SEND THIS REQUEST TO THE
"HEDIR@SIUCVMB.SIU.EDU"
ADDRESS. You will get many negative responses.

Keep in mind that it may take a while for the listserv here at SIU to
send you the files.  Please let me know whether these commands work.

These files are updated each Monday.

USING THE LISTSEARCH CAPABILITIES OF HEDIR

It is now possible for you to get copies of previous messages
sent via the HEDIR list.  Follow these directions:

1.   First, create a note to send to listserv@siucvmb.siu.edu

Where it says keyword type in a word related to whatever you so desire.
Make certain that you put nothing in the SUBJECT section of the memo.

     the files that has the keyword in its title or its body.
     Each memo will have a file number
     preceding it.  It is important to note such numbers.

The additional line of "print all of xxx" will tell the

GETTING ALL MESSAGES DURING A PARTICULAR TIME PERIOD

1.  To obtain all messages sent through the HEDIR,
    you can do the following:

Send a note to listserv@siucvmb.siu.edu with the following
statement (put nothing
in the SUBJECT section of the memo:

The XX's mean the month you are requesting--January is 01, April is 04,
November is 11.  Please note the spacing...log95xx do not
have any spaces between them.

2.   You should get back two memos...one confirming your request,
     the other with all of the messages sent during
     the time period requested.

FINALLY...

In order for you to be maintained on this system,
after READING THIS GENERAL MESSAGE, PLEASE INDICATE
THAT YOU UNDERSTAND SUCH POLICIES AND WILL, TO THE BEST OF

Last Thursday, August 17, 1995, an individual, frustrated by the lack of
attention by the National Commission for Health Education Credentialing
(NCHEC) to her repeated requests for information concerning application for
the CHES examination, took her complaint to the network.  She got attention!

As the new Associate Executive Director for NCHEC, I am ashamed and
embarrassed that this person had to resort to this action because our office
failed her.  I called her on the telephone, discussed the situation with her
and offered my sincerest apology.  I expressed dismay at what happened to her
and ensured her, and any who read this, that this type of situation, as far as
it is within my power, will not happen again.  I want to take this opportunity
to apologize to anyone else who may be reading this message and has had this
same experience with our office.

This is not what the NCHEC office is all about.  We are about service.  We
exist solely to serve those who are credentialed as CHES and those who wish to
become so.  Sometimes that level of service suffers.  But, when it does it
reminds us of just how much people in the health education profession depend
upon us and we make attempts to become more diligent about future contacts.
We are doing so now and as we strive to develop the highest level of service
possible, we might fail again.  If and when we do, I invite those so lighted

Late (mid 30's) in life, I finally learned that the problems that I

Two assessment tools to consider even though not totally specific to
"college students" are:

1. Healthier People - Health Risk Appraisal (HRA)
   Version 4.1: about $80, works on DOS, has individual & group reports

It uses data developed by the Carter Center of Emory University's
Healthy People Project, which includes technical support from 25 other
health agencies.

It doesn't address binge drinking or sexual behavior.  However, I have
used it for over 8 years in college settings and added questions similar
to the CORE and Nat. Health & Social Life Surveys.  Other added questions
address perceptions, attitiudes, knowledge and social support.  There are
now over 60 variables from the 4-page 20-minute-to-adiminister HRA.

Group reports have been generated for:

   a. colleges comparing their students to all students (some by major),
   b. Housing Services by place of residence,
   c. fraternities,
   d. athletics and
   e. Associated Students with male & female health behaviors separated.

As the number of HRAs completed per year grows and data appears to
match more scientific research, there seems to be enough data available
to start feeling comfortable using them to assist in the development of
measurable objectives.

Each student gets her/his personal questionnaire returned with an
individualized computer report.  Over 500 students completed HRAs in the
past 12 months.  About 15% get their reports in the office.  Others get
results in sealed envelopes.  I've also been able to use the HRA in 1:1
office visits to assess and explain risks, and work on healthier
behaviors - just have the student answer questions from the computer
monitor and print reports in less than 10 minutes.

The new version (4.1) has several types of individual and group reports.
The reports congratulate students on their health enhancing behaviors
and give suggestions for improvement.  The reports do point out to the
student (if she/he does any) the high risk behaviors of drunk driving,
high speed driving, low seatbelt use, heavy drinking.  Long-term health
risks related to smoking, cholesterol, BP, exercise, nutrition,
overweight are shown.

I've entered data into statistics software for further analysis.
Results match well with our CORE survey which is more scientific than
the HRA anonymous/self-made-code-name convenience samples (we get a
about a 99% response rate in classrooms).  Data entry is too time
consuming 'til I get away from manual entry (6-8 min. total into both
software packages).

I'd be happy to share the questionnaire and report - I wouldn't mind a
dialogue and feedback about them from the many voices on the listserv.
Maybe it'll get me moving to get it all more sophisticated statistically
computer-wise.

2. The Personal Risk Analysis

It uses the Healthier People data, has nice looking reports but is more
expensive.  I can't recall exact prices - over $500?? - maybe more if
you want them to tailor the questionnaire and reports to your needs.

At Illinois State University (like many of your universities) we are going
through a major overhaul of our general education which will include an area
referred to as "Quality of Life".  We have been fortunate to have taught
several courses (personal health, drugs and society, and consumer health) in
the "old" general education.  However, we will need to completley revise
what we are doing for the "new" general education.

REQUEST:  Syllabi of health/wellness/drug/consumer courses that you are
currently teaching on your campus, particularly those that may have a
specific twist to them (i.e. multicultural issues, etc..).  I suspect many
of you are doing some great things and I would be interested in seeing what
you are doing to help us in developing new courses for our general education
