Minority Health, Senior Level Faculty Position, Division of Health and
Safety, Texas A&M University

The Division of Health and Safety at Texas A&M University seeks a senior
levelindividual to join an outstanding faculty of 13 full-time health
educators in a program offering the B.S., M.S., M.Ed., Ed.D and Ph.D.
degrees in Health Education. This position is part of a university-funded
initiative to develop an interdisciplinary minority health program that
involves Health Education, Health Psychology, the Race and Ethnic Studies
Institute and the School of Rural Public Health. The University has
committed substantial funds to this interdisciplinary program to expand
capacity for graduate study in minority health.

Successful candidates for this position must demonstrate a record of
research in minorityhealth and demonstrate substantial work in racially
diverse and/or low socioeconomic settings. In addition, candidates should
demonstrate the ability to secure extramural funding in minority health
domains. Candidates should have experience in developing students for a
multicultural society and should have a history of active experience with
minority professional organizations. Candidates should possess a doctorate
in health education/health behavior, prevention science or related field.

Responsibilities include teaching undergraduate courses and/or graduate
courses, conducting research and sharing findings through scholarly
publications and presentations, serving on departmental committees,
directing master and doctoral student research and seeking external funding
to support research projects. Responsibilities also include participation
in the mission of the Race and Ethnic Studies Institute at TAMU. Salary and
benefits are competitive. This position is anticipated to begin September,
2001.

FYI -- the books Using Epi Info and Using Epi Map from ToucanEd provide step
by step instruction for using two free CDC software packages are currently
being revised by the authors. The new book will be for the new windows

The health care industry is stepping up pressure on
the Bush White House to delay sweeping new rules aimed
at protecting the privacy of patients, hoping to undo
one of the Clinton administration's final directives,
industry officials said on Mon., Feb. 12, 2001.

Issued by former President Clinton one month before he
left office, the unprecedented rules would apply to
health insurers and most health care providers, with
the goal of giving patients greater control over their
records and imposing stiff new penalties on health
plans, Internet Web sites and others that distribute
medical information without consent.

Privacy advocates and Clinton's Democratic allies in
Congress welcomed the rules, due to take effect on
Feb. 26, arguing that they were needed to combat
privacy abuses in the Internet age.

But major insurers, health maintenance organizations
(HMOs) and other groups have increased pressure on
George W. Bush to put the rules on hold, arguing that
they would set "unworkable standards" and cost the
industry billions of dollars a year to implement.

"Many of the requirements ... are unnecessarily
cumbersome and significantly more prescriptive than is
needed to accomplish the goal of maintaining the
confidentiality of health information," Chip Kahn,
president of the Health Insurance Association of
America (HIAA), said in a letter to Bush's health and
human services secretary, Tommy Thompson.

So far the Republican administration has declined
substantive comment on the privacy rules, saying they
were being "carefully" reviewed along with other
regulations issued in the final weeks of Clinton's
presidency.

Sen. Edward Kennedy of Massachusetts and other
Democrats promised to defend the privacy rules and
warned Bush against rolling them back. "It's not a
partisan issue, and I'm hopeful that the new
administration will support it," Kennedy said.

During the presidential campaign Bush spoke out in
favor of privacy protections for patients, but
industry groups said they expected the president to
press for less costly and less intrusive changes in
the coming months.

The HIAA and other groups want the White House to
postpone the Feb. 26 effective date of the privacy
rules and reopen them for public comment.

Industry groups say the privacy regulations could cost
the health care system up to $18 billion over 10
years. Supporters of the rules say they would actually
yield savings of $12 billion by streamlining
regulations and billing practices.

Under the regulations, health care plans and providers
would be required to inform patients about how their
information is being used and to whom it is being
disclosed.

Doctors and hospitals would be required to obtain
written consent before using a patients' health
information, even for routine purposes. Patients would
also have the right to access their own medical files,
as well as the right to request amendments or
corrections.

Protections would be extended to personal medical
records, whether written or not, and would guard
against their unauthorized use by companies in hiring
new employees.

The regulations would also create new criminal and
civil penalties to punish those who improperly use or
disclose personal health information. These would
include a fine of up to $50,000 and a year in prison
for intentional disclosure. Disclosure with intent to
sell the data would be punishable by a fine of up to
$250,000 and up to 10 years in prison.

The rules would not, however, cover life insurers and
worker compensation programs, putting the onus on
Congress to close several loopholes in the
regulations.
