Dear Colleagues,
For those with an interest in men's health promotion, a bi-partisan bill =
(HR 632) was introduced in Congress on February 14th seeking to create =
the 1st national Office of Men's Health in DHHS. This is intended to =
address the lingering and serious state of men's mortality and =
morbidity. It also seeks to close the disparity with the existing =
presence of 5 offices of women's health, and none for men.
A diverse coalition has been supporting this for the past year, and =
working with the two major co-sponsors: Duke Cunningham (R-CA) and Jim =
McDermott (D-WA). =20

As a Penn Stater, I found out about the "Sex Faire" issue at Penn State from
a fellow sex educator (who got the article below from Kaiser's Daily
Reproductive Health Report 2/26/01). While Penn State students have done a
great job sticking up for their rights (as seen in their publication "The
Daily Collegian" <www.clubs.psu.edu/womyn/collegn/sexfaire.html>) and
demonstrating that this attack on peer sex education is just the latest ploy
of a lawmaker unhappy with the amount of money PSU receives from the state,
the school could really use the support of health educators right now. If

Pennsylvania State Lawmaker 'Outraged' by Penn State 'Sex Faire,' Vows to
Block School Funding
In response to a Pennsylvania State University "Sex Faire," a sex education
forum held Feb. 3 in a school dormitory, state Rep. John Lawless(R) recently
sent a letter to Gov. Tom Ridge (R) "demand[ing]" that the school's annual
state appropriation be suspended, called for an oversight board to "prevent"
the university from sponsoring "pornography" and "vowed" to screen
video
footage of the fair when university officials make their annual report to
the House Appropriations Committee, the Philadelphia Inquirer reports.
Lawless objects to the student-run event, sponsored by a student group
called Womyn's Concerns, which featured educational games and displays on
"healthy sexual relationships, date rape and consent" and provided
information on reproductive health, breast cancer and STDs. Lawless was
particularly "outraged" by "orgasm bingo," a game that involved what
the
Inquirer called "vulgar" names for body parts, and by an exhibit in which
participants used clay to make models of genitalia. University President
Graham Spanier recently sent lawmakers a letter defending the students'
right to free speech, while acknowledging that some aspects of the event
"exceeded the bounds of good taste." Lawless said that the "real
issue" is
that tax money supports the university, so people might be "forced to
subsidize things they might find objectionable." University officials
contend that no public money supported the Sex Faire, pointing out that dorm
events are supported by student room-and-board fees and added that Womyn's
Concerns paid for the art supplies and refreshments. Bill Mahon, Penn
State's director of public information, cited "multiple Supreme Court
decisions" protecting students' right to free speech. Though the Sex Faire
"probably will not affect Penn State's $350 million in annual state
funding," university officials are "concerned" that the controversy will
"overshadow" the school's need for more funds for student aid and a planned
School of Information Science and Technology. Ridge commented during a
previous Womyn's Concerns event that university administrators should be
"'defenders of academic freedom' while restraining inappropriate student
activities" (Fitzgerald, Philadelphia Inquirer, 2/23). An editorial from
