A recent push for a local smoking ordinance has prompted certain questions regarding the
issue of smoking and more specifically smoking restrictions. Any direction that could be
given in finding answers to the following questions or any additional information on
contact persons or agencies related to these questions would be appreciated.
1. Why is smoking regulated on domestic air flights? I know the ban on smoking went into
effect in February 1990, but am looking for the specific code and the reasoning behind the
ban.
2. What specific reasoning was used to pass the smoking ban in Federal buildings?
3. Are there any cities where efforts have tried, and failed, to put through a smoking
ordinance?
4. In cities where the ordinances have passed, did they get everything included in the
ordinance that they asked for?

Dear Everyone:
Well, it's the end of the week, we're about to get a new leader and Andy
Jenkins has asked that we not intervene to better the lot of Taliban
womenfolk by inundating his dean and other university officals (who some
must think have great influence over such things) with e-mails, petitions,
bottlecaps and the like. So, whatever shall we do, instead?
Here are a few ideas, inspired by Harry Browne. The article is from the
60th edition of the E-AWR. Enjoy. And, be well.

STRATEGIES FOR BECOMING A BETTER AND MORE EFFECTIVE PERSON
One of my heroes is Harry Browne. I consider his Avon book in 1974, HOW I
FOUND FREEDOM IN AN UNFREE WORLD, to be a foundation work that contributed
mightily to my own ideas (see HIGH LEVEL WELLNESS: AN ALTERNATIVE TO
DOCTORS, DRUGS AND DISEASE by Rodale 77/Bantam 79/ and Ten Speed Presses 86)
and the wellness movement. The latter is based, as much as anything else,
on the celebration of personal responsibility.
Ever been tempted to try to reform someone's bad habits? Resist. Instead,
use stealth, trickery and appeals to their better natures. Here are a few
suggestions, adapted from the recommended resolutions by Libertarian
presidential candidate Harry Browne. All, with the exception of the last
item, below (which is unaltered), are from Mr. Browne's article in "The
Liberator Online," Vol. 6, No. 1 dated January 9, 2001. For a copy, e-mail
your request to Paul Schmidt (Paul@self-gov.org) or James W. Harris at
(James@self-gov.org) at Advocates for Self-Government.
This weekend, when we celebrate another peaceful transition of one governing
group to another, some of these ideas might seem especially significant, not
only for their wellness value but also for the way in which we treat each
other and think about political processes.
* Resolve to promote wellness by appealing to the self-interest of each
prospect, rather than preaching to people and expecting them to adopt your
ideas of right and wrong.
* Resolve to keep from being drawn into arguments; instead, inspire people
to want wellness rather than annoying them by trying to prove them wrong.
* Resolve to listen when people express their wants and needs, so you can
help them see how a wellness lifestyle will more effectively satisfy those
needs.
* Resolve to identify, if appropriate, with the social goals someone may
seek -- a cleaner environment, more help for the poor, a less divisive
society - and try to show that those goals are less likely to be achieved by
government entitlements than free markets.
* Resolve to be compassionate and respectful of the beliefs and needs that
lead people to seek government entitlements-You don't have to approve of
their subsidies or policies. But, if you don't acknowledge their needs, you
are less likely to help them find a better way to solve their problems.
* Resolve that no matter what the issue, you will return again and again to
the central point of a wellness perspective-how much better off the
individual will be in a free society that rewards personal responsibility,
not blame or excuses.
* Resolve to acknowledge your good fortune to live as a free citizen at a
time when wellness is even an option. Any plan for improvement can benefit
from an early recognition of the good things we all have.
* Resolve to focus on the message that someone will be much better off by
not dwelling on all the wrongs that have been done to him/her to date,
injustices, outrages and all the rest.
* Resolve, in the unlikely event you need to do so, to cleanse yourself of
anger, resentment and bitterness. Such emotions steal time and attention
from a joyful focus on the right side of the worseness/wellness continuum,
that is, the pursuit of life's pleasures and delights, added meaning and
purpose and other positive states.
* Resolve to speak, dress and act in a respectable manner. You may be the
first wellness promoter someone has encountered, so it's important that he
get a good first impression. No point in letting extraneous matters cloud
the important messages you have to offer.
* Resolve to remind yourself that someone's "stupid" opinion may be an
opinion you once held. If you can grow, why can't someone else, especially
with your assistance?
* Resolve not to raise your voice in discussions. In a shouting match, no
one wins, no one changes his mind and no one will be inspired to join the
quest for a wellness lifestyle.
* Resolve to be civil to your opponents and treat them with respect.
Regardless of their behavior, you can be a better person than your enemies.
* Last but not least, and the following is completely unchanged from the
original words of Harry Browne, resolve not to adopt the tactics of
Republicans and Democrats. They use character assassination, evasions and
intimidation because they have no real benefits to offer Americans. We
(meaning Libertarians), on the other hand, are offering to set people free
-- and so we can win simply by focusing on the better life our proposals
will bring.

It's very frustrating but I think it happens when spiders harvest email

Some may suggest that I need to further critically examine this issue before
making a judgment...but I'm seething. Open discussion of issues only works
when both "sides" are honest and trustworthy. Our opponents are willing to go
to any extreme to WIN! Winning to these folks means no health education in the
schools . Their literature uses the terms health education and sexuality
education interchangability - Do you believe that's a mistake? Or...might a
critical analysis of the issue produce the assumption that these people are
professionals. It is their JOB to misinform.

Mark,
What are you looking for in reaction from HEDIRs? We have heard
your message. Some of us were delivering this message before you got
out of diapers.
Talk to Dr. Marian Hamburg, who developed the Sex Education program at
New York University. Talk to the Orange County, California educators
who developed a model sex education program in the early 1960's. Their
program got lots of national attention. Members of the John Birch
Society got them fired shortly after they got the superintendent of
schools out of office.
The views you describe have been around for a long time, and the
strategies being used have been effective in many situations. However,
there are lots of us who are continually working locally, statewide,
regionally, nationally, and internationally to combat such activity.
You will not change the views of those strongly opposed to your
position by repeatedly broadcasting your concerns about ultra
conservative activities. Those who agree with the philosophy of ultra
conservatives, but disagree with their activities, will perceive you as
unfairly lumping them in with the more extreme elements of ultra
conservatism. Their focus will be on how unfair you are to paint with
such a broad brush, rather than on how unfair and inappropriate some of
the strategies are that the ultra conservatives use. They will even
point out the fact that those who oppose ultra conservatives
occasionally use exaggeration and stereotyping in their efforts to
counter the exaggeration and stereeotyping used by these ultra
conservatives.
While HEDIR subscribers are somewhat diverse, I believe that you are
speaking to the choir with the overwhelming majority of us. When you
get criticism from two or three HEDIR subscribers, this does not mean
that a substantial portion of HEDIRs are missing the point and
misjudging you. We agree with you. We love you. We believe as you do
that ultra conservatives are unfair, dishonest, and
mean spirited. This does not mean that you or we believe that every
conservative
is a fire breathing monster seeking to destroy every health educator and
every health education program. Let's paint with a narrower, more
focused brush.
By the way, I fibbed when I said I only have one Republican friend.
I think I may have two.

Just a brief memo to let you know that the HEDIR is an uncensored list...I
do not see anything before it goes to the HEDIR. The HEDIR listserv can be
found at the clearinghouse where all listservs are listed. It doesn't take
much to copy down those listservs. Because anybody can send something over
the HEDIR some devious people have copied the hundreds of listservs that
are available throughout the world and advertise their information. The
only option to prevent would be to censor all memos prior--sorry, I don't
have the time to do that. However, we do have a bulldog (in the most
affectionate way) person in Michaela Conley who rigorously pursues these
individuals for money to 'advertise' on the HEDIR.

Dear Colleagues,
Ever since the infiltration of the spam into our list serve, I have been
wanting to share my opinion.
I HATE SPAM.
Now with that said, I believe that one of the major risks associated
with participating in any type of list serve, bulletin board, chat room,
or newsgroup is that of having your name and email address available to
the sneaky spam originators. It just happens. No safequards can prevent
it. One of the greater mysteries of the info superhighway. For me, in
my simple mind, it is sort of classified with that "where does that one
silly sock go during the dryer cycle" phenomena. I know I'm going to
lose one, but I must keep washing them for sanitary reasons.
Also, I believe that anyone that has access to the list serve, can
easily get into the HEDIR directory----aha! Another way for those nasty
spam originators to get our info. Grrrr.
I say this light-heartedly as I have come up with my own personalized
intervention for dealing with the situation. I breathe and hit delete.
I have gotten so good at this skill that now I don't even read the
subject line before I start moving my mouse in the direction of the
trash button.

This is an open message to my friend Bill Cissell:
Bill...if you so clearly misunderstood my intent...I should take that as a
clear sign. I will refrain from posting further such messages on the HEDIR.
Your message, however, contains the exact point I'm trying to make. We have
been getting our collective butts kicked for some time now. Health education
does not stand a chance of being successful unless professionals (not the
professional associations/organizations, but inservice professionals) recognize
their professional and ethical obligations to become politically active.
I want the field to be aware of the slick opposition we face. I want every
health educator to form a relationship with his or her congressperson's and
senator's (state and federal) staffers responsible for health/education issues.
I want health educators to be recognized as advocates with a meaningful, loud
voice. I want every health educator to send a letter to the editor of their
local newspaper whenever appropraite (but certainly often!). I want action!
The choir you suggest I'm speaking to seemingly fails to sing in unision. In
fact, I seldom witness it singing at all. I'm uncertain how well we prepare
our future professionals to advocate...partially because I see so few inservice
professionals advocate at all. This pains me.
So...my tails between my legs. I apologize to you for my postings. I respect
you and your comments suggest I've made a fool of myself. I'll resign myself
to the fact that all I can do is ALL I CAN DO! And apparently I've done enough
in this forum. C'est la vie.

You know that I agree with you Mark, but at this, the end of my first
week at a local health department, I think I finally understand two
major reasons why working professional aren't more vocal. First, we
work for the government, and second, we work for the government. Let
me explain.
First, as government employees, we are prohibited from speaking out
on sensitive political issues. I was hired to coordinate the cancer
and tobacco community coalition (restitution fund) for a local health
department. I am prohibited from even advocating policy changes
regarding tobacco access. Someone else on the community coalition
can say it, but as a state employee, I can't. I imagine that a lot
of us work under these restrictions.
Second, as government employees, we are really overworked. The pile
of unfinished reports and incomplete to-do lists on my desk is loud
testimony that we are expected to do far too much for far too little
pay. After only a week, I already have work group, coalition, and
committee meetings every day of the week. Not to mention two grant
proposals to write, a physical facilities inventory to do, and more
reports to fill out than you can imagine. Who has time to be an
advocate?
Now, I know that these sound like just excuses, but they are real
problems that we need to deal with.
Just some thoughts from an exhausted public servant. Good night all!
