NATIONAL HEALTH EDUCATION STANDARDS, PreK-12 REVIEW AND REVISION PROJECT

UPDATE FOR THE PROFESSION
JULY 2005

Ten Year Review and Revision
September 2004 - June 2006

Review Process and National Input from the Profession

The first review during the review and revision process focused on the seven original standards statements and proposed change. A total of 1,125 people participated in the NHES Online Survey. There were 122 pages of written comments (1565 comments in total) provided by participants across all seven NHES statements and the final comments section of the survey. Following the review the 2005 standard statements were reconsidered with the following outcome:

Standard 1 Students will comprehend concepts related to health promotion and disease prevention to enhance health.
Rationale for Change: The phrase "to enhance health" was added to clearly articulate the purpose of the Standard.

Standard 2 Students will analyze the influence of family, peers, culture, media, technology, and other factors on health behaviors.
Rationale for Change: The factors family and peers were added to underscore their importance.

Standard 3 Students will demonstrate the ability to access information, products and services to enhance health.
Rationale for Change: The Standard was revised to focus the outcome on health enhancement.

Standard 4 Students will demonstrate the ability to use interpersonal communication skills to enhance health and avoid or reduce health risks.
Rationale for Change: The phase "avoid and reduce health risks" was added to better reflect the range of interpersonal communication skills.

Standard 5 Students will demonstrate the ability the use decision-making skills to enhance health.
Rationale for Change: No change was made.

Standard 6 Students will demonstrate the ability to use goal setting skills to enhance health.
Rationale for Change: The original Standard was separated into two Standards to better articulate the distinct skills.

Standard 7 Students will demonstrate the ability to practice health-enhancing behaviors and avoid or reduce health risks.
Rationale for Change: The phrase "avoid or" was added to better reflect the ways to minimize risk.

Standard 8 Students will demonstrate the ability to advocate for personal, family, and community health.
Rationale for Change: No change was made.

The Standards were re-ordered to reflect the sequential acquisition of concepts, personal and social skills, practice of healthy behaviors and advocacy for self and others.

Soliciting Additional Feedback

The second of the three national surveys to obtain feedback from the profession and related stakeholders focuses on the proposed revisions to the student performance indicators for each of the standards statements. The survey is available from July 13 - August 3 2005 at:

All feedback from this survey will be forwarded to the review and revision panel for their meeting in August, 2005. A third national survey will then be launched in September to provide additional feedback to the panel members. Notices of these surveys have been distributed through the School Health list serve, CHEN, HEDIR, APHA/SHESS list serves and the membership of the Society of State Directors of Health, Physical Education and Recreation. The panel is seeking the broadest possible participation in feedback; so please look for these notices and encourage participation. If the availability of the survey should be posted on other electronic venues, please contact Steve Dorman, Chair of the panel at sdorman@hlkn.tamu.edu and provide the relevant information on how to make those postings.

Parameters for the Revision

The National Health Education Standards Review and Revision Panel reviewed and revised the original parameters before revising the content standards and performance indicators. Specifically, the revised National Health Education Standards and Performance Indicators were based on:
The Goal of Health Education
The overall goal of health education is for students to adopt and maintain healthy behaviors. To achieve this goal, health education should facilitate the acquisition of health knowledge and skills that enable individuals to engage in health-enhancing behaviors and avoid or reduce risk behaviors.
The following principles/parameters have provided guidance for the revisions under consideration:
* Characteristics of Effective Health Education Curricula
* Health Behavior Theories and Models
* Health Belief Model
* Social Cognitive/Self-Efficacy
* Theory of Planned Behavior
* Inoculation Theory
* Personal health within the context of families, schools and communities.
* Physical, mental, emotional, and social dimensions of health.
* Functional health knowledge and personal and social skills that directly contribute to healthy behaviors.
* Health promotion as well as avoidance and reduction of health risks.
* Developmentally appropriate, higher order thinking skills.
Completion of the Review and Revision
It is anticipated that the review and revision writing will be completed by the end of November 2005. At that time the final document will enter the design and editing phase with publication anticipated in the first 3 months of 2006. Publication and dissemination plans are still at the formative stage and further information will be provided through the next up-date for the profession.

A Progress Report on Hepatitis A Vaccination:
A research report and accompanying editorial in today's issue of the Journal of the American Medical Association indicate that vaccination against hepatitis A appears to confer long-term immunity and is increasingly being added to existing childhood or adolescent vaccination programs.
