You may want to have your friend check out the Public Health Foundation, and Council on Linkages, resources in this area. They can be initially accessed through the web site: http://www.phf.org/, but it may also be good to contact the PHF staff as well. They, along with several federal agencies and professional organizations, have been working on this very topic (and systems approaches) for quite some time.

I have a colleague asking the following question:

"In your intellectual "travels" have you run across a resource (person, paper, or other) that provides some guidance about the best way to organize the public health workforce for health promotion purposes? We have used various forms of team and individual assignment approaches and, with a lot of turnover recently, we are taking another look at our system. Thanks!"

The colleague works for a large city/county public health department and is curious about whether there is a "best practice" or proven strategy.
