I spoke to Diane Lentini in the APHA conference office on
Tuesday and she informed me that while they were waiting for an
official report from the New Orleans Conference & Tourism
Board, they are in the process of looking for a new convention
site. In the event that a new site must be secured (I think it
is an unconfirmed bet that a new site will be announced very
soon), we can also expect that the date for the meeting will be
later than 8 weeks from now.

In the meantime, please donate to reputable disaster relief
funds.

Unfortunately, Katrina is not an either/or but
actually is a natural disaster greatly exaggerated by
the “man-made.” Yes, it was a hurricane but consider
the following:

1. The July 31 online edition of Nature has an article
by an MIT professor that links the increase in the
severity of hurricanes, in part, to global warming.
And according to the consensus of scientists global
warming is a man-made phenomenon. Also remember that
reducing global warming is something that this
president promised he would do and then has spent the
last five years fighting against.

2. For years before Hurricane Katrina officials from
Louisiana, Mississippi and Alabama have been warning
about their vulnerability to a major hurricane and the
need to fortify homes, build up levees and repair
barrier islands. According to an article in the
Houston Chronicle, “The Louisiana congressional
delegation urged Congress earlier this year to
dedicate a stream of federal money to Louisiana's
coast, only to be opposed by the White House.
Ultimately a deal was struck to steer $540 million to
the state over four years. The total coast of repair
work is estimated to be $14 billion. In its budget,
the Bush administration had also proposed a
significant reduction in funding for southeast
Louisiana's chief hurricane protection project. Bush
proposed $10.4 million, a sixth of what local
officials say they need. “

3. When you look at the complete breakdown of the
medical and public health infrastructure, you come to
sense just how vulnerable this country is to complete
and under chaos. I suggest everyone read the NY Times

I'm happy your family was able to get out safely.

1. Did you read Mark Fulop's reply?
2. How can you leave politics out of this? What are you talking about? It's ALL about politics. Political actions and inactions have much to do with life and health conditions as they are now in the New Orleans/Gulf region. As a health educator you should know that politics and policy go hand in hand. Policy is a significant part of how you get things done. In part, if you get the "right" politician in and you get the "right" policy. It's not about caring, prayers and logic, it's about politics. Apparently "W" was not the "right" politician for the Gulf Coast, and you and I, and everyone, are going to pay for it (APHA changes, fuel prices, etc.)for some time to come.
3. [I'm not certain how your "care and concern for those suffering" translate into diapers, water, and shelter for the hundreds of children waiting on line, 10 or so hours yesterday, so they could hop on an 8-hour bus trip to Houston? I believe you would have greater impact, NOW, if you tried to affect policy: call our congresional reps, raise hell, and write the white house. Policy may change that could actually save lives NOW. As policy IS related to politics, (even the words seem related), we must remember which politicians were responsible for this, and, in the future, elect those who have a policy of life and health of Americans.

National politics = No. Local/state politics = yes.

Please, along with city officials, FEMA is to blame for their slow response, but the Army Corp of Engineers are responsible for Levee maintenance (and yes, they were underfunded during Bush, but what about 60's, 70s, 80s?). They knew back then the levees could not hold a Level 4 or 5.

The City has done NOTHING. They didn't even have a worse case disaster plan ready. That's not the President's job.

Sheesh. Nothing escapes the liberals hatered of Bush. And of course, the Tsunami is also past of Bush's failed policies..... <eyes roll>

Michael,
I am so glad you and your family are safe. Please keep us updated on
what is going on. I am outraged, shocked and saddened by how this has
all gone--and yet I still have people around me praising Bush. I
mentioned that he had said that there should be a zero tolerance on
looting, even if it was just to get food and water--I HEARD him say
this. Yet my Bush defending friends said.."oh, that's not what he
said". How does this happen? How can people not see what is happening?
I am unable to understand, and so frustrated that I can't keep patient
and civil with them anymore.

Pam- the tsunami was certainly not Bush's or any US failure. However,
it seems that we, as a nation, have had much swifter responses to
disasters overseas than to our own disaster right here. I don't know
who has what responsibility, but I do know that our national guard and
our resources are sapped right now by our overseas "commitments". There
is no question that extra helicopters for rescue, adequate food and
water should have materialized within the first 24 hours. They did not
and thousands of people who didn't have the resources (cars, gasoline,
and credit cards) to evacuate will die needlessly. We each have our own
theories as to who is to blame, but to say that this is not political is
simply naïve. It is, and I will say it again, a political disgrace for

Here is the White House response to my email requesting help for the people
at the New Orleans Convention Center. As I type this, the photojournalist
who made us aware of the problems there has said that other than two
helicopters providing water and C-rations yesterday, they still have not
received any other assistance or attention.

Other than writing my check to the American Red Cross, and writing to
congress and the president I feel so useless. What can I do to get help to
all the people hiding on rooftops, stranded in facilities?

Kudos to Steve Dorman and the fine folks at Texas A&M - their response
I'm sure is one of many that are currently going on. I offer one more
universities response.

On Tuesday, the Student Recreation Center at the University of Alabama
became one of the largest shelters in the state, currently housing over
500 people. I have just returned from there, where one of our doctoral
students, George Brown, who serves as Director of the REC center, was
announcing via megaphone where food and personal hygiene supplies could
be found. George has worked around the clock to meet the needs of so
many. Members of our faculty and students have also donated much to the
relief effort.

Of the 500 people currently being sheltered, 35 will begin classes in
the Law School on Tuesday, having been accepted from Tulane.

=20

City and county schools will accept all school age children beginning on
Tuesday as well.

=20

Many college students from other schools in the region will be able to
attend classes next week with our administration relaxing their
admission requirements in response.

=20

Finally, another of our doctoral students, Lea Yerby, is serving a
one-year appointment as a legislative fellow in Senator Jeff Session's
office in DC. Lea, who has served as a missionary in the projects of
New Orleans, and favellas of Brazil, and Mexico and not one to suffer
fools, wrote this morning that emergency funding is currently
available, and that the senators office is working around the clock to
get kids enrolled in schools by next week. As well, Senator Sessions
will be with the President today in New Orleans. There is clearly
movement at the local levels to respond as best they can.

For those of you who really do not think this is about politics, here
is the disgraceful "victim-blaming" (which WE teach against ardently!)
response from our incompetent FEMA director. Of course, it is easier to
do than that to fix the broken system which HE leads and get people the
help they need.

I was in NC during the 1999 (or 2000) floods which had their greatest
impact also in African-American rural communities. One town was
literally wiped off the map. FEMA did the same bum job there. The state
and communities have yet to recover fully from it!!

I understand that a significant percentage of N.O. residents use public
transportation and have no cars. How do you follow a "mandatory
evacuation," where do you go? Unfortunately, you end up at a crowded
place downtown with 20,000 other people and are treated WORSE than the

An appalling response from the FEMA director blaming people who
couldn't leave the area before the hurricane struck/levees broke for
their plight:

FEMA chief: Victims bear some responsibility

(CNN) -- The director of the Federal Emergency Management Agency said
Thursday those New Orleans residents who chose not to heed warnings to
evacuate before Hurricane Katrina bear some responsibility for their
fates.

Michael Brown also agreed with other public officials that the death
toll in the city could reach into the thousands.

"Unfortunately, that's going to be attributable a lot to people who did
not heed the advance warnings," Brown told CNN.

"I don't make judgments about why people chose not to leave but, you
know, there was a mandatory evacuation of New Orleans," he said.

"And to find people still there is just heart-wrenching to me because,
you know, the mayor did everything he could to get them out of there.

"So, we've got to figure out some way to convince people that whenever
warnings go out it's for their own good," Brown said. "Now, I don't
want to second guess why they did that. My job now is to get relief to
them."

Louisiana Gov. Kathleen Babineaux Blanco and New Orleans Mayor Ray
Nagin have both predicted the death toll could be in the thousands.

Nagin issued a "desperate SOS" Thursday as violence disrupted efforts
to rescue people still trapped in the flooded city and evacuate
thousands of displaced residents living amid corpses and human waste.

Residents expressed growing frustration with the disorder evident on
the streets, raising questions about the coordination and timeliness of
relief efforts. (See video on the desperate conditions -- 4:36 )

Sniper fire prevented Charity Hospital from evacuating its patients
Thursday. The hospital has no electricity or water, food consists of a
few cans of vegetables, and the patients had to be moved to upper
floors because of looters. (Full story) (See video of a city sinking in
chaos -- 2:54)

Brown was upbeat in his assessment of the relief effort so far, ticking
off a list of accomplishments: more than 30,000 National Guard troops
will be in the city within three days, the hospitals are being
evacuated and search and rescue missions are continuing. (See video of
National Guard efforts to rein in violence -- 3:14)

"Considering the dire circumstances that we have in New Orleans --
virtually a city that has been destroyed -- that things are going
relatively well," Brown said.

Nevertheless, he said he could "empathize with those in miserable
conditions."

Asked later on CNN how he could blame the victims, many of whom could
not flee the storm because they had no transportation or were too frail
to evacuate on their own, Brown said he was not blaming anyone.

"Now is not the time to be blaming," Brown said. "Now is the time to
recognize that whether they chose to evacuate or chose not to evacuate,
we have to help them."

Democratic Sen. Mary Landrieu of Louisiana, whose father was a longtime
New Orleans mayor, said there was "plenty of blame to go around,"
citing underinvestement by federal authorities over many years "despite
pleas and warnings by officials."

Earlier on CNN, Brown was asked why authorities had not prepared for
just such a catastrophe -- given that the levees were designed to
withstand only a Category 3 hurricane and Katrina was stronger than
that.

"Government officials and engineers will debate that and figure that
out," he replied. "Right now, I'm trying to focus on saving lives. I
think we should have that debate, but at an appropriate time."

Brown said Katrina was unlike other hurricanes in which the magnitude
of the disaster typically subsides after the initial blow. That was not
the case Monday, when the Category 4 storm blew ashore.

"What we had in New Orleans is a growing disaster: The hurricane hit,
that was one disaster; then the levees broke, that was another
disaster; then the floods came; that became a third disaster."

Brown said he had to be careful about getting rescue teams to the site
earlier.

"Otherwise, we would have faced an even higher death toll," he said.

I am just about to begin reading the book Heatwave by Eric Kleinenberg=20
concerning the tremendous loss of life among the elderly during the heatwave=

For those of you who really do not think this is about politics, here
is the disgraceful "victim-blaming" (which WE teach against ardently!)
response from our incompetent FEMA director. Of course, it is easier to
do than that to fix the broken system which HE leads and get people the
help they need.

I was in NC during the 1999 (or 2000) floods which had their greatest
impact also in African-American rural communities. One town was
literally wiped off the map. FEMA did the same bum job there. The state
and communities have yet to recover fully from it!!

I understand that a significant percentage of N.O. residents use public
transportation and have no cars. How do you follow a "mandatory
evacuation," where do you go? Unfortunately, you end up at a crowded
place downtown with 20,000 other people and are treated WORSE than the
average American treats their animals. Yet, we were SO efficient in our

Hi Sara,
Thanks for the message. I am in good hands. My son's home is about 20 miles away from where we live. We will not be able to get into Kenner until Monday. We have no idea if our home is intact.

There are "black" helicopters flying overhead regulalry. On my way from Baton Rouge yesterday (a detour I was forced to make on my way home from Oxford, MS), I saw well over 50 TX Natianal Guard vehicles, moving towards New Orleans. I also saw well over 50 Greyhound -type buses coming out of New Orleans.....with a massive police escort(!). Too little too late?

I have no idea if my 2200 Sq foot school building is still standing. I have a friend who is a Sheriff's Deputy and he said he would check on it and get back to me. Cell service is sporadic, at best. I have no land line phone.

The water is bad, but we have electricity, bottled water and family. My son has already made an emergency shipment of bread to a suffering Oschner Hospital. My son is headed to Baton Rouge to pick up some more supplies to deliver to needy areas. I'll be helping tonight.

My wife and I are lucky, albeit we may not have a home or jobs. I would venture a guess that most of my neighbors are in the same boat. Nothing will EVER be the same here. Karen and I are thinking of making a permanent move, looking for jobs outside of the New Orleans area. I've had several offers. A few friends I've spoken with concur; collect the insurance and get the hell out of this 3rd world country. It's horrible. It will never be the same.

We'e been told by our Parish leaders that the Red Cr4oss is NOT coming in to help ("it's not safe."). Is there something wrong with this picture?

Haven't had a lot of ongoing sleep over the past week. Two to four hours at a stretch is not giving my feeble brain enough time to rejuvinate.

The TV NEWS is off as it was annoying and very biased. It was keeping me awake as I waited for my wife, Karen, to get out of the path of rising waters. Worrying and feeling helpless has been the most stressful life event I've ever experienced. I have been in a grieving mode for about two days now (depression, anger...etc.).

The truth: Looters are NOT everywhere, this is NOT about looters and looting. This is about a huge percentage of law-abiding citizens who do not have the resources to get out, even when mandated. Imagine a community of people, hundred and hundreds, standing on an elevated piece of a highway waiting for help in the toal dark, no shelter, without water and supplies. Waiting and waiting, and nothing coming, yet sourounded by other citiznens who are armed with weapons. The people waiting in the total darkness are not criminals! (Now is a good time to get them registered to vote!)

Looters are a very small minority of the community. They are terribly stressed out people, mostly drug addicts looking for something to take the edge off as the drug supply has been hampered significantly. This is not an excuse; they should be caught and punished. Other community members have followed them in fear. The feds, and many local government officials are not in tune with this reality and seem to be blaming an entire community. It seems, to me, terribly racist.

Hi all,

Still amazes me that whenever politics and public health comes up on this list that there is such a disconnect in the minds of some folks. What saddens me is that it appears that we can't debate issues here with overtly and coververtly being impuned. It reminds me of the recent words of Joe Conason

--Honest political debate over how and why we lost the great city of New Orleans, according to the latest dictates from the right, means "an excess of recrimination," "finger-pointing" and "villain hunting." Such a "vulgar" exercise risks overshadowing our normal national unity and generosity in confronting disaster with "divisiveness" and "partisanship." We are piously advised instead to do good and find common ground, to "be humble, compassionate and helpful." --

There are so many dimensions of what's going on in N.O. that you could teach an entire Master's degree based on the complete and chatostrophic failures of the first days of this disaster. But those important lessons will be lost to those who think in terms of blue and red.

I absolutely agree. I'd simply add that the "finger-pointing" is
happening on all political sides. And we really do desperately need to
stop getting personal, stop taking things personally, and start having a
"humble, compassionate, and helpful" discussion. And can we agree that
politics and public health are inextricably linked?? They simply are.
And that is both powerful and detrimental. But, let's start having real
discussions about how public health can better respond (we MUST, we
MUST), and that most certainly necessitates political questions.

Hey Folks,

Feeling a sense of helplessness and wanting to do more to assist people in
Mississippi and Louisiana, does anyone have suggestions for useful projects
I can assign to students in my undergraduate Health Promotion Methods class=

We normally are involved in some local community service learning project a=

part of this class. Students usually plan, implement and evaluate a small
scale health promotion project during the semester, but I=B9m having
difficulty being creative in my approach to this disaster. I wanted to try
and have students organize something beyond the typical collection of
clothing and household goods for refugees.

It seems so strange to describe a large population of Americans as refugees=
.

My first class meets next week and I=B9m rewriting the syllabus to include
this project. I know there are many creative professionals out there who
may be thinking along the same lines and this is a great opportunity to be
sharing our ideas.

Subject: APHA annual meeting update

Leaders: Given the events this week in New Orleans and the magnitude of the
disaster, I'm writing to update you on actions taken by the Executive Board
and our staff.

Yesterday, APHA was notified by the New Orleans Convention Bureau that New
Orleans would not be capable of hosting any meetings through November (it
seems likely this date will be extended). Consequently, this morning in a
meeting by conference call, the Executive Board directed staff to explore
alternate sites and dates for the APHA annual meeting. They have done some
preliminary work on this already, and have developed a list of options that
may be workable. During the next few days, they will be working to finalize
a site and dates.

In addition, the Board will work on developing a list of options for what
members can do to aid in mitigating the disaster, based on their own
training in preparedness and disaster response, and their ability to respond
in various ways. We'll use APHA's web site for posting frequent updates.
Executive Board members as well as APHA staff have received numerous
suggestions for action, and Dr. Benjamin has already had several discussions
with federal agencies and other organizations.

The Executive Board would like to acknowledge and commend the outpouring of
concern and support that APHA members have shown, as well as your strong
desire to help those in crisis. We appreciate your efforts and desire to
help, and will keep you informed of opportunities to do so through your
liaison contact and the web site.

Please share this information widely with your section and caucus members,
and let me know if I can answer any questions.
