Tobacco Control is the grandaddy at:

However, there is also a great organization called SALIS - Substance Abuse Librarians & Information Specialists . These folks are really cool and are described as "an international association of individuals and organizations with special interests in the exchange and dissemination of alcohol, tobacco, and other drug (ATOD) information. " Now of course as librarians they are among the smartest folks on the planet and of of their kind created a great list of ATOD journals. Check it out at:
