A simple google search using the terms: recommended health education instruction time will give you lots of links. Among some of the first page links I found:

1. " It is generally recommended that students
receive 50 classroom hours of instruction per year in health"
Comprehensive School Health Education.
http://www.ericdigests.org/1992-1/health.htm

2. A few other sources say health and physical ed should recieve 10% of time each. for exammple see:
http://dpi.wi.gov/cal/timeallo.html
http://www.education.gov.ab.ca/educationguide/guide.asp?id=05051030

hope these help.
