For a national framework check the CDC website. There are many resources and policy recommendations. BTW - DHHS, NIH and CDC have all gone tobacco free on their property with some limitations due to union agreements though there is a good pamphlet available by a union on the CDC web pages stating positive reasons for unions supporting tobacco free worksites.
