I am looking for advice from anyone who has experience at a local health department. We are seeking to reorganize our health education and prioritize the health issues we tackle. However, I am interested in any insight from some one who has done this previously. If anyone has gone through a process to determine a focus or priorities or health education department/ positions, I would gladly accept any suggestions or input.= I most interested in programs or priorities that were not driven by grants. I have been reviewing the PRECEED- PROCEED model, MATCH, and a few others. Thank you in advance for your assistance.

Elizabeth,

In my professional position at the Multnomah County Health Department, we have a decentralized health education function, so there is no health education department. This leaves health education as a patchwork of outreach driven by the "silo smokestack" efforts of each division and/or program. But I will not argue the strengths and weaknesses of centeralized and decentralized departments.

What I do want to talk about is that the Environmental Health Program, where I work, and how we determined and have built a program based on our identified priorities. A few years back, the department conducted a Protocol for Assessing Community Excellence in Environmental Health (PACE-EH) assessment (see this achived website: http://www.pace-eh.org/index.shtml) This fairly rigorous community assessment created the agenda and since that time we have been intentionally building out program around the themes identified in the assessment, specifically mold/indoor air quality, lead, trash, indoor/outdoor chemical toxins, and feeling ignored.

Over the last three years we have focused out resource development on grants that only supported these core issues (we don't take on radon or water quality for example) and use grant funds to leverage a meager amount of general funds from the county government. We try to build programs based on three principles 1) direct service, 2) community partnerships, and 3) community policy level change. Our evolved focus can best be described as "Healthy Homes - Healthy Communities."

We have about 8 FTE's and have a funding mix that includes HUD, CDC, EPA federal grants; City of Portland & State of Oregon intergovernmenal grants, and limited County general funds. We have two additional EPA grants in the pipleline.

The comments on this topic have been fabulous, and you made me go back and see when "my" community college was founded. You were making me feel old.

While County College of Morris was founded in 1965 - http://en.wikipedia.org/wiki/County_College_of_Morris, almost no one knew about for a number of years. CCM was not a choice for me when I graduated from high school, but it serves many today.

The joy for me today is serving as a member of the South Seattle Community College Foundation Board and giving out grants and scholarships to get students into community college and to keep them there until they finish and move on to gainful employment or higher education. The other side of the coin no one has mentioned. While James mentioned the remarkable instructors/professors at community colleges, the amazing point is that they are there when you see what they are paid and how hard they work. The Foundation also gives grants to teachers and recognizes them where and whenever possible. Margo

Margo, let me respond because I want to share with everyone what I am going to say to you:

I am totally amazed at the number of responses from people who have studied, taught, or somehow served, as you have, at a community college. I am so grateful for and gratified by the feedback and look forward to hearing more

- maybe the next step is an official study - IRB and everything :-) re the role of community colleges in health education and the careers of health educators.

Thanks to everyone for their feedback and especially for forwarding my inquiry on to others in health education you know are connected somehow to a community college but aren't on HEDIR. What a fabulous network we have.

And, as always, I'll keep you posted on what I find...some you'll read on the HEDIR and I'll summarize some other input I'm getting as well soon.
