The "Progress in Prevention: National Study of Local Education Activities" report looked at four principles established by the U.S. Education Department. The principles give state and local educational agencies accountability-based measures on how to prevent and reduce student drug abuse and promote school safety. The principles require programs to be:based on a thorough assessment of objective data about drug and violence problems in schools and local communitiesprovide activities that meet measurable goals and objectives for drug and violence preventionbased on research and evaluation that gives evidence that effective strategies are used to prevent or reduce drug use and disruptive behaviorevaluated periodically to assess progress toward achieving goals and objectives. According to Scott Crosse, a researcher with Westat in Rockville, Md., and author of the report, school districts, particularly small or rural ones, may be unable to achieve the four principles set forth by the Education Department. "A big one is evaluation," said Crosse. "That's difficult for districts to do." He said the report found that most districts are using federal funds to provide direct services, and thus spend less on planning and evaluation. According to the report, 58 percent of school districts considered conducting research on the effectiveness of their prevention activities, and only 35 percent defined research-based prevention in a manner set forth in the Education Department's principles. The report noted that school districts are greatly in need of assistance in implementing the four principles. "Unless these districts dramatically shift resources away from direct prevention activities for students or receive additional funding, such districts will be unable to afford activities that include evaluating progress towards goals and objectives," the report concluded. I am reminded of the concern expressed by APHA and SOPHE leaders when C. E. Koop was appointed Surgeon General. Several years later these organizations were eagerly inviting him to serve as keynote speaker and presenting him with major awards. Maybe, we can accomplish a similar conversion of Thompson. I, like many of our peers, am skeptical, but he represents a worthy challenge. Health education, health promotion, and wellness have made major advances during Republican administrations. Nixon appointed his Commission on Health Education in 1971. From its report in 1973 came the establishment of the Bureau of Health Education in 1974 and the National Health Education Center in 1975. If we check closely, we may find that more professional health educators were employed in new federal positions during the Regean administration than before or since. That is, the Regean administration created more federal health education positions than any other presidential administration. Whereas, the Clinton administration initiated or supported many policies and programs that appeal to health educators, I am not sure that they actually advanced health education as much as the Nixon and Reagan administrations did. I am no fan of George W. Bush, whom I consider to be poorly prepared to serve as president of our country, I am optimistic that some positive gains can be made for our profession and the health and wellness of the public.
